MINUTES <br />CITY COUNCIL <br />JUNE 249 2024 <br />Mayor Fischer recognized that this is a change in ownership, as well as slight grading changes and the <br />addition of a retaining wall which would only improve the flow of water and drainage within the <br />development. <br />T. Miller introduced the following resolution and moved its adoption: <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />LITTLE CANADA ROAD/COUNTRY DRIVE/35E INTERCHANGE PROJECT SCOPE OF <br />SERVICES <br />The Public Works Director explained that grant funding was secured for the construction portion of <br />this project, which means they need to move forward from the concept phase to the design phase. He <br />stated that Bolton and Menk has put together a proposal that would go through the design phase and <br />through the bidding phase, reviewing the scope of work. He stated that there are funding requests out <br />in support of this phase of the project. <br />Mayor Fischer recognized that this is a daunting process because of all the entities that will be <br />involved in the project. The Public Works Director commented that Ramsey County will contribute a <br />portion of the project costs as well. <br />The City Administrator commented that the City has begun meeting with impacted property owners to <br />discuss right-of-way needs. <br />Kwapick commented that he would want to see the property impacts to Gordie's kept to a minimum. <br />Gutierrez asked if staff have had conversations with Gordy's as they may not be opposed to selling a <br />portion of the property. The City Administrator replied that staff has had a few conversations with the <br />property owner and recognized that property will need to be looked at differently than others. He <br />commented that it is a longstanding business, and the owner understands the need for the project and is <br />respectfully open to going through the process. <br />T. Miller commented on input she received from a neighboring property owner that commented that <br />activity from Gordie's was impacting their property. The City Administrator commented that property <br />owner has been involved in discussions as well, noting that property is not as excited about this <br />project. He also noted that there have been discussions about screening between the two properties. <br />The Public Works Director commented that there has been a substantial amount of erosion on the <br />Gordie's property. He stated that the watershed is aware of the issue and has asked that it be <br />addressed. He noted that would most likely be graded and addressed as part of this project. <br />M <br />
