MINUTES <br />CITY COUNCIL <br />JULY 249 2024 <br />watershed decided a larger culvert was needed and the City raised the road three feet, which began his <br />issues with flooding. He stated that this issue has now gone on for three year and the tenants have <br />been flooded out. He stated that in the most recent rain event the water came up 1.5 feet over the <br />rocker panels on a brand-new vehicle in the lot. He stated that something has to be done. He stated <br />that for 47 years his water went into the creek and there are three other tenants in the building outside <br />of his own business. He commented that his tenants are concerned with damage to their businesses <br />because of the flooding that is now happening. He stated that something needs to happen. <br />Rocky Waite, 2651 Lakeshore Avenue, stated that when he built his home in 1974, he came before the <br />Council to request a lower speed limit, as the speed limit was 45 miles per hour and the Deputy at the <br />meeting at that time said that they would not pull a vehicle over until it was more than ten miles over <br />the speed limit. He commented that would mean vehicles would be going more than 55 miles an hour <br />through the residential area before they would get pulled over. He asked that the City match <br />Minneapolis and St. Paul and drop its residential speed limits to 25 miles an hour. He commented <br />about a dangerous curve which should have 15 mile an hour signs posted. He then spoke about the <br />Veterans Memorial and the needed maintenance. He commented that he has come to City Hall several <br />times to state that blocks are coming out of the freedom wall and that the fountain does not work. <br />CONSENT AGENDA <br />Gutierrez introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-7 87 —APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING.- <br />0 Approval of the Vouchers <br />® Approve Resolution and Agreement for Ramsey County Critical Corridor Initiative <br />Grant <br />• Approve Partial Pay Request No. 1 to Instituform Technologies, LLC for Sanitary <br />Sewer Lining Project <br />® Appoint Youth Commissioners to Planning and Parks and Recreation Commissions for <br />2024-2025 <br />The foregoing resolution was duly seconded by T. Miller. <br />Further discussion: D. Miller commented that Commissioner Churcher has been doing an <br />amazing job on the Parks and Recreation Commission, bringing the youth voice and being very <br />active with new initiatives. <br />Commissioner Kwapick stated that the youth commissioner on the Planning Commission has <br />also been great to add a new perspective. <br />Ayes (5).
