2.Contracted Services – An increase of $19,480 or 46.83%. A large portion relates to <br />proposed additions from the Community Relations Manager and Metro-INET increases. <br />•Zen City Annual Subscription ($7,500) – Survey and Community Engagement <br />Platform to obtain community input and utilize it to make effective decisions. This <br />is an existing contract that was approved in 2024. <br />•Monsideo Annual Subscription ($5,520) – Website tool for continuing to audit and <br />maintain the City’s website for compliance with website content accessibility <br />guidelines (WCAG). This is a new proposed contract for 2025. <br />•METRO I-NET a 17.42% or $3,393.17 to the General Fund. The total contract <br />increase for Little Canada is $15,169 which is allocated to each fund based on the <br />personnel and IT needs. Several cost drivers for Metro-INET in 2025 include: <br />o VMW is changed from perpetual to subscription-based licensing. <br />o An upgrade in remaining Microsoft 365 licenses from G1 to G3 in 2025 <br />o Personnel costs, including COLA and step increases. <br />Additional Administrative Department Considerations – Not included in the current proposed <br />budget. <br />•Project Management/Maintenance Position <br />The City of Little Canada has four (4) primary building assets that require ongoing <br />maintenance. The Little Canada Fire Hall was built in 1990, the old Little Canada Fire <br />Hall in the 1950s, the Public Works Shop was built in 2015, and City Hall was built in <br />1974. The City has dedicated employees for street, fleet, and park maintenance, but we <br />have never had a dedicated facility maintenance or project management <br />position. Depending on the project, various employees have taken on each project on a <br />case-by-case basis in addition to their normal assigned duties. As these buildings continue <br />to age and a higher number of maintenance projects come up on an annual basis, there is <br />an increasing need for a dedicated staff person to coordinate and manage these projects. <br />City staff is recommending hiring a part-time project management position at <br />approximately 10-20 hours per week to address these concerns in 2025. Based on the <br />duties required, this position would fall in grade eight which is the same pay grade that the <br />Public Works, Parks, and Utilities Supervisors are classified under. For 2025, the pay range <br />for grade eight ranges between $37.91 and $47.43 an hour. This range does not include <br />benefits and taxes. Benefits and taxes for a city employee are around 18% of compensation <br />for a full-time employee. Part-time employees qualify for certain benefits only depending <br />on the number of hours.
