MINUTES
CITY COUNCIL
AUGUST 28, 2024
Aretha Johnson, 179 Little Canada Road, commented that she is retired and loves their condo. She
commented that in the past two years, a vehicle traveled down the hill and hit one of their units in
addition to the accident that occurred with the gas line. She commented that the building experienced
its first fire this year. She commented that it is a good community, and she loves where she lives. She
stated that they do not need this project.
Dr. Ali Salmanpour, 188 Little Canada Road, stated that he has owned the dental practice since 1998,
and the building has been there for almost 60 years. He believed that this project is a bad idea and
asked who would purchase his building after this project is completed. He stated that he is a dentist,
and no one is going to want to come to this location. He believed that the project could be better
designed. He commented that he looks at the road eight hours a day and has not witnessed that many
accidents or issues with traffic until the coffee shop was added. He asked that the improvement be
moved to the east.
Patti Tice, 183 Little Canada Road, commented that she is a retired public health nurse and stress,
excess sound and light, and air pollution will shorten lives. She stated that those things would be
imposed on the residents in her building.
Rocky Waite, 2651 Lakeshore Avenue, commented that the problem is at Country Drive and therefore
the solution should be on Country Drive. He asked how two lanes of traffic are going to be condensed
into one lane for the roundabout. He also commented on the noise and pollution that would be caused
from the large trucks gearing down and up for the roundabout. He believed the four-way stop is
adequate and makes more sense than a one -lane roundabout.
Mayor Fischer thanked the residents for their input tonight and stated that staff will attempt to answer
some of the questions tonight. He noted the upcoming public engagement opportunities where the
public would be able to provide more comments.
The City Engineer commented that they are working to minimize the impacts of the project, while
working within the constraints that they have. He recognized that many residents commented that 30
feet is too close to the building, noting that was the conceptual alignment but the road placement has
been moved an additional ten feet. He noted that was as far they could push the road without putting a
business owner out of business. He hoped that they would also be able to do something through the
design process, and screening, to mitigate the impact of lights on the building. He stated that they have
been having discussions about the gas main with the utility providers and it is likely that some gas
services will need to be moved with this project. He stated that potentially they could improve the
proximity or location of the existing gas service, noting that if it cannot be moved perhaps additional
protection can be added. He stated that there may be some remnant spaces that could be considered for
an off -leash dog area. He was unsure what they would be able to do to control exhaust from vehicles
and acknowledged that if residents can currently hear the traffic, they would continue to hear that
traffic. He stated that perhaps the eight -foot driveway could be widened to make the turn into the
driveway easier rather than requiring the resident to back in. He stated that the conceptual drawing did
show the land splitter blocking that driveway, but that has been moved to allow full directionality. He
referenced the comment of the business owner related to concerns of property depreciation and loss of
business. He stated that there is a professional appraisal team and if there is a delta in the property
7
