This means that preparation of an Environmental Assessment Worksheet (EAW) is mandatory, in accord with Minn. Reg. MEQC 24 B.l.u. The City of Little Canada is most likely the Responsible Agency to prepare the EAW and determine the need for an Environmental Impact Statement (EIS) on the project. Enclosed are copies of the EAW and the official Environmental Quality Council (EQC) distribution list for environmental documents. Copies of the EAW on the above project should be distributed in accordance with the list. An affadavit of mailing should be attached to the EAW and sent to Mary Sullivan, EQC administrator. Upon receipt of the EAW and affadavit of mailing by Ms. Sullivan, the conclusions of the Responsible Agency on the need for an EIS will be published in the ,EEC_ Monitor; this usually takes 1-1h weeks.. Following publication, there is a 30 day review period of the decision. If no objections are filed, the decision of the Responsible Agency stands. If objections are filed, the EQC will review the matter. Please note that in accordance with the Minnesota Environmental Policy Act and Minn. Reg. MEQC 31, no final actions to approve or commence the project can be made until the 30 day review period is over or, if an EIS is done, until the EQC is completed.
