STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bill Dircks, Public Works Director

DATE: April 4, 2024

RE: Parks CIP Updates

ACTION REQUESTED
No action is requested.
BACKGROUND
Staff is working on a number of Capital Improvement Plan (CIP) items to get them ready for
spring and summer projects. A list of projects is below.
- Spooner Park Lower Shelter Camera
A camera has been installed at the lower shelter to help protect against vandalism and
excess trash left behind following rentals or from people passing through. This work was
mostly handled in-house and the camera provides a 360 degree view of the area under
and around the shelter.

- Sand Injection at Pioneer Park
The sand injection process at the Pioneer Park soccer field has been successful. The first
to treatments has resulted in sand being in the most recent core down to a depth of six
inches. This has resulted in a field that can stand up better to rain events and continual
play. Another treatment is coming next year. This year, two of the softball fields will be
getting a sand injection to, hopefully, result in the same improvement in playing
condition. Quotes are being obtained and the work should take place in late-April or
early-May. The fields only need to be closed on the day of the work and play can resume
the following day.

- Playground Mulch at Nadeau and Thunder Bay Park
The poured-in-place surfaces at Rondeau, Pioneer, and Spooner parks has eliminated the
need for new mulch every three years or so. The playgrounds at Nadeau and Thunder
Bay parks still require a mulch refresher. A special engineered mulch will be purchas ed
and placed using the Institutional Corrections Work Crew (ICWC). Quotes for the
product have been received and delivery and placement will be coordinated with the
supplier and the ICWC. The engineered mulch is specially made for playgrounds, does
not have sharp edges, and is safe for play.

- Pickleball Courts at Spooner Park
Last fall the Parks and Recreation Commission supported reconfiguring the tennis courts
at Spooner Park into pickleball-only courts and resurfacing the Pioneer Park combination
