809-1 <br />809. MIXED MUNICIPAL SOLID WASTE AND RECYCLABLE MATERIALS STORAGE <br />AND COLLECTION <br />809.010. PURPOSE AND INTENT. It is the intent of the City Council of the City of <br />Little Canada, by means of this ordinance, to establish a system of complete regular mixed <br />municipal solid waste, recyclables, and yard waste collection throughout the City in order to <br />ensure that the disposal of such materials is accomplished in a sanitary manner, safeguarding the <br />health of the residents of the City, and to implement the State of Minnesota's recycling and solid <br />waste reduction mandates. <br />809.020. DEFINITIONS. As used in this chapter, the following terms shall have the <br />respective meanings ascribed to them: <br />(A)Bulky Items. Large household items, including refrigerators, stoves, dishwashers, <br />washers and dryers, water heaters, carpeting and padding, mattresses, chairs, couches, tables, and <br />other such items of furniture. <br />(B)Collection. The aggregation of waste from the place at which it is generated and <br />includes all activities up to the time the waste is delivered to a waste facility. <br />(C)Construction Debris. Construction debris means waste building materials, <br />packaging, and rubble resulting from construction, remodeling, repair and demolition of <br />buildings and road. <br />(D)Day-Certain Collection. Day-certain collection is a City approved plan for <br />weekly collection services by an established day-certain schedule. This schedule requires refuse, <br />yard waste and recyclable collection on the same day of each week and is based on a five day, <br />Monday through Friday, work week. The only exceptions to the "day-certain" plan shall be <br />during those weeks in which legal holidays occur. <br />(E)Disposal. The discharge, deposit, injection, dumping, spilling, leaking or placing <br />of any waste into or on any land or water body so that the waste or any constituent thereof may <br />enter the environment or be emitted into the air, or discharged into any waters, including ground <br />waters. <br />(F) Dwelling Units, High Density (R-3): A building designed with 3 or more dwelling units <br />including townhomes, apartment buildings, and senior housing <br />(G) Dwelling Units, Medium Density (R-2): A building designed for occupancy including two- <br />or three-family building and townhomes. <br />(G) Dwelling Units, Low Density (R-1): A building designed for occupancy including single- <br />family detached houses. <br />(H) (F) Hazardous Waste. Hazardous waste means refuse, sludge, or other waste
