<br />material or combinations of mixed municipal solid waste, sludge or other waste materials in
<br />solid, semisolid, liquor or contained gaseous form which, because of its quantity, concentration,
<br />or chemical, physical or infectious characteristics, may (1) cause or significantly contribute to an
<br />increase in mortality or an increase in serious irreversible, or incapacitating reversible illness; or
<br />(2) pose a substantial present or potential hazard to human health or the environment when
<br />improperly treated, stored, transported, or disposed of, or otherwise managed. Categories of
<br />hazardous waste material include, but are not limited to: explosives, flammables, oxidizers,
<br />poisons, irritants, and corrosives. Hazardous waste does not include source, special nuclear, or
<br />by-product materials as defined by the Atomic Energy Act of 1954, as amended.
<br />(I) (G) Household Hazardous Waste. Household hazardous waste means those
<br />wastes that cannot be disposed of through recycling efforts or refuse collection. These include,
<br />but are not limited to: aerosol cans, insecticides, liquid paint and other finishes, old gasoline,
<br />paint strippers, rat poison, solvents or thinners, weed killer, wood preservatives, and others that
<br />may be designated by Ramsey County Division of Solid Waste. These are wastes that are
<br />generated in the operation of a home and are based on limited, household quantities.
<br />(J) (H)Industrial Waste. Solid waste resulting from an industrial, manufacturing, service
<br />or commercial activity that is managed as a separate waste stream.
<br />(K) (I) Mixed Municipal Solid Waste (MSW). Garbage, other refuse, appliances and
<br />furniture, and other solid waste from residential, commercial, industrial, and community
<br />activities that the generator of the waste aggregates for collection, but does not include
<br />recyclables, yard waste, auto hulks, street sweepings, ash, construction debris, mining wastes,
<br />sludge, tree and agricultural wastes, tires, lead acid batteries, motor and vehicle fluids and filters,
<br />and other materials collected, processed and disposed of as separate waste streams.
<br />(J) Multi-family Dwelling Unit. A structure or portion thereof, designated or used
<br />predominately for residential occupancy of a continued nature, including tri-plex, four-plex,
<br />townhome, condominium, apartment, and mobile home dwellings.
<br />(L) (K) Organized Collection. A system for collecting mixed municipal solid
<br />waste in which a specified collector(s) is authorized to collect from a defined geographic service
<br />area or areas, some or all of the mixed municipal solid waste, recycling, and yard waste that is
<br />released by generators for collection.
<br />(M) (L) Place of Business. Any social, commercial, fraternal, religious,
<br />educational, medical, or industrial establishment.
<br />(N) (M)Recyclable Materials. Materials that are separated from mixed municipal
<br />solid waste for the purpose of recycling, including newspaper, corrugated cardboard, ledger
<br />paper, bi-metal and aluminum cans, plastic bottles with a neck, glass bottles and jars, mixed
<br />mail, and magazines. Recyclable materials specifically exclude yard waste.
<br />(O) (N)Recycling. The process of collection and preparing recyclable materials
