809-5 <br />transported on the streets and alleys in the City only in vehicles with leak-proof bodies of easily <br />cleanable construction and completely covered with metal and heavy canvas. Vehicles shall be <br />so operated that contents do not spill or drip on to the streets or alleys or otherwise create a <br />nuisance. All equipment used for transporting garbage, recyclable materials, and rubbish shall <br />be subject to the approval of the Public Works Director. <br />(B) Cleaning. All vehicles shall be kept in a clean and sanitary condition. <br />(C) Maintenance. The vehicles shall be maintained in good working order. They shall <br />be equipped to meet all Federal, State, County, and City regulations concerning vehicles used on <br />public roads and maintained to meet these standards. <br />(D)Safety Equipment. Each collection vehicle shall have a flashing light warning <br />system, fire extinguisher (CO2 type) and proper backup alarms as approved by the City. <br />809.080. REVOCATION. Any license granted hereunder may be revoked or suspended <br />at any time for any failure to pay the license fee or otherwise comply with the terms and <br />conditions of this Chapter. <br />809.090. COLLECTION REQUIRED. Every property owner or occupant of a place of <br />business or multi-family dwelling unit, that accumulates mixed municipal solid waste and <br />recyclables, shall provide for collection as defined in Minnesota Statutes, Section 115A.941 <br />regarding required collection. This collection shall be at the person's own expense and shall be <br />at least once a week or at such other times as the City may determine necessary to protect the <br />health and safety of the residents of the City. If a property owner fails to provide for lawful <br />collection as required under this Section, the City may, upon ten (10) days notice by certified <br />mail, provide or contract for collection services. The costs incurred shall be certified to the <br />County Auditor along with real estate taxes as a special assessment. <br />809.100. DISPOSAL OF MISCELLANEOUS ITEMS. <br />(A) Yard Waste. It shall be unlawful for any person to dispose of yard waste into the <br />mixed municipal solid waste stream. All yard waste to be picked up by a licensed hauler shall be <br />placed in separate bags or containers, and shall not contain mixed municipal solid waste, <br />recyclables or other materials. <br />(B) Household Hazardous Waste. Household hazardous waste shall not be disposed of <br />with mixed municipal solid waste, but shall be disposed of at a Ramsey County approved drop- <br />off location. <br />(C) Flammable or Explosive Mixed Municipal Solid Waste. Highly inflammable or <br />explosive materials shall not be placed in containers for regular collection, but shall be disposed <br />of as directed by the City's Fire Marshal, at the expense of the owner or possessor thereof. <br />809.110.
