MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />6 <br />Commissioner Masrud did not believe those large trees are within the buildable area and did <br />express preference for preserving those trees if possible. <br /> <br />Chair Johnson invited the public to provide input. <br /> <br />Kelsey Lang, 2400 Sunrise Drive, stated that she does understand that this property would be <br />developed but had thought that only three lots would be created. She stated that her concern with <br />four lots would be related to traffic and pedestrian safety on Edgerton. She commented that <br />there are a lot of young families in the area, and she does have concern with traffic on both <br />Edgerton and Sunrise. She also had concern with the wetlands and looked forward to the <br />information from the Watershed District review. She asked if there would be a possibility to <br />reduce the number of lots to three rather than four, but if four lots move forward perhaps <br />something could be done to address pedestrian safety. <br /> <br />Chair Johnson stated that there would be a challenge in limiting the development to three lots <br />because all of the minimum standards of the City are being met by the request. She recognized <br />that traffic is a concern on Edgerton. She asked if a traffic study would be completed. <br /> <br />The Community Development Director commented that the driveways would go onto Sunrise <br />and therefore a traffic study of Edgerton is not required. She commented that the City has asked <br />for traffic lights and flashing lights for a pedestrian crossing on Edgerton, but the County has not <br />approved those requests, although she did acknowledge the reduced speed that had been posted. <br />She stated that the City would continue to advocate to Ramsey County for sidewalks and <br />pedestrian safety on Edgerton. <br /> <br />Commissioner Masrud asked if the City could require a sidewalk in front of these four homes as <br />part of this request. <br /> <br />The Community Development Director commented that because there is no existing sidewalk, it <br />would not be required for these four homes. She noted that the City does have a sidewalk and <br />trail plan. <br /> <br />Tom Ray, 2381 Edgerton Street, commented that two or three years ago the lot size was larger <br />which would have prevented four lots from being created. He stated that in comparison there are <br />two homes across from this lot on one side and one home on the other, therefore four homes will <br />seem a bit out of place. He expressed concern for drainage. He asked if the overhead electric <br />would be buried. <br /> <br />The Community Development Director commented that new development should have buried <br />electric lines. <br /> <br />Commissioner Masrud commented that the powerline goes to Edgerton and then hooks to the <br />Ray property. He asked if that existing service would be buried as well.
