MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2024 <br /> <br /> <br /> <br /> <br /> <br /> <br />7 <br /> <br />The Community Development Director confirmed that the developer/utility company would <br />work with adjacent property owners as well. <br /> <br />Chair Johnson commented that while all four lots would comply with the City Code, there could <br />be discussion as to whether this proposal would fit within the existing neighborhood as this <br />would be considered infill development. <br /> <br />The Community Development Director provided some of the nearby lot sizes and dimensions in <br />this area, noting lot sizes that are somewhat comparable while there are some lots that vary in <br />size. <br /> <br />Commissioner Masrud noted the steep slope of lot one and explained that it would matter where <br />the buildable area is for that lot. <br /> <br />Obediah, 515 Viking Drive, asked the height difference between the topographical lines on the <br />map. <br /> <br />Commissioner Haluptzok replied that they are two-foot contours shown on the map. <br /> <br />Beth Watrude, 2460 Sunrise Drive, commented that she walks her dog often and expressed <br />concerns with pedestrian safety. She stated that the type of homes on the street vary along the <br />street while these homes are all proposed to be two story homes. She stated that the homes will <br />be too close together and will not match the character of the neighborhood. She also expressed <br />concern with the ability for lot one to get in and out of their driveway. She asked the price for <br />the new homes as the average price of the homes on the street is $450,000. She believed that <br />two homes would be a better fit. She asked what changed to allow four lots, as the original <br />owner was told that three lots could not be created. <br /> <br />Chair Johnson noted that the zoning code requirements have changed related to lot size. <br /> <br />Ms. Watrude commented that they chose this area because it was a unique neighborhood and <br />they have enjoyed playing on the open field. She stated that they also use the pond in the winter, <br />and she will continue to walk through those properties to access the pond. She stated that she <br />was not even notified of this meeting until her neighbors mentioned it on Wednesday. She asked <br />the sale price of the lot and how the assessment for the road improvement was paid. She asked <br />the timeline for construction and who would be responsible for damage to the new road if the <br />heavy equipment causes damage. She asked if there would be environmental impact to the pond <br />and/or the lake from an additional four lots. <br /> <br />Chair Johnson recognized the frustration that residents will not be able to use the vacant land <br />anymore but explained that is privately owned land and not a park. She asked for input from the <br />Commission related to the character of the area.
