MINUTES
PLANNING COMMISSION
JANUARY 11, 2024

8

Commissioner Thorson commented that four lots does seem tight.

Commissioner Carlson-Clark agreed that this would not match the character of the area in terms
of the aesthetic and number of homes.

Commissioner Masrud asked if these homes are being custom built for buyers or built and then
sold.

The Community Development Director replied that is unknown.

Commissioner Boe commented that if there were three lots that would allow for even larger
homes, which would then not match the existing home and would create a different issue.

Commissioner Haluptzok stated that generally people maximize the buildable area of the lot with
the home. She asked if the plan would be an overall subdivision plan or whether each lot would
come forward individually.

The Community Development Director commented that the four lots would be reviewed together
to ensure that they would meet the requirements of the City, the Watershed District, and Ramsey
County. She stated that the Watershed District provides the expertise in terms of drainage and
water management.

Diane commented that this is a short cul-de-sac and people often come down the road to
turnaround. She stated that the new homes would be very close to the traffic on Edgerton, which
would be unsafe for children.

Commissioner Lum stated that this is a family street, and four additional homes would make the
street too busy.

Commissioner Carlson-Clark asked if there is a maximum number of homes that can be on a
street of this length.

Chair Johnson commented that would be limited by the lot size requirements. She commented
that there are very unique homes on this street and believed that there is merit to the argument
that four new homes of this nature would not match the character of this area.

Commissioner Boe commented that she is nervous to make a motion because if they ask the
builder to reconsider, that may cause the builder to pull out. She stated that she would tend to
send this back and ask the builder to reconsider the layout. She commented that homes will be
built on this property but perhaps there could be three homes rather than four homes.
