MINUTES
PARKS & REC COMMISSION
DECEMBER 7, 2023

3
The Parks & Rec Director stated that he could place that item on the January agenda, and they
could then create the subcommittee.

Chair Horwath commented that a priority of his is to connect the two sides of the city through a
trail, recognizing the high cost that could have.

Commissioner Schletty agreed that while that would not be a low-hanging fruit-type item, it
would be helpful to start making some progress in terms of planning and/or looking for outside
funding sources.

The Parks & Rec Director commented that if that is a priority, they can work to develop a plan,
recognizing that the plan may sit stagnant until the opportunity presents itself.

Chair Horwath commented that while some projects may be low-hanging fruit to get off the list,
it would also be helpful to start some of the first steps on the larger projects, acknowledging that
those will take more time, effort, and funding.

The Parks & Rec Director commented that the City did work to update its trails and sidewalks
plan which will ensure that the gaps are addressed as road projects are completed. He also
explained that some items are marked complete because the City has completed its part of the
work and the remainder then lies with another entity, such as the County.

Commissioner Mui commented that converting tennis courts to pickleball courts does not appear
to be on the list.

The Parks & Rec Director stated that this document was created before that became a goal. He
stated that the City still works off its CIP annually to complete projects.

Chair Horwath commented that perhaps early in 2024 the Commission can review not just the
Master Plan, but the overall project list.

Commissioner Hipp commented that perhaps it would be helpful to hold a work session to
identify subcommittee needs for 2024.

Chair Horwath agreed, noting that he would prefer to hold a regular meeting where the
Commission can identify some of the priorities and needs, and perhaps in then hold a work
session.

The Parks & Rec Director stated that the intent tonight was to provide this review and gather
some input, noting that this can be a continued discussion in terms of prioritization, setting
timelines, and creating subcommittees.
