MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2024 <br />CONSENT AGENDA <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2024-9-107-APPROVING THE CONSENTAGENDA WHICH <br />CONTAINS THE FOLLOWING: <br />• Approval of the Vouchers <br />• Approve 2025 Renewal of Profession Service Agreement with North Suburban Access <br />Corporation <br />• Approve Partial Pay Request No. 6 to Albrecht Company for Pioneer Park <br />Improvements <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />APPROVE ISSUING REQUEST FOR PROPOSAL FOR RESIDENTIAL SOLID WASTE <br />AND RECYCLING SERVICES <br />The City Administrator explained tonight the Council is asked to consider issuing a request for <br />proposals (RFP) for single sort residential solid waste and recycling services. He provided background <br />information on the City's organized collection, noting that the current contract expires in December of <br />2024. He provided highlights from the draft RFP which was included in the Council packet. He <br />reviewed the proposal timeline, should this action be approved by the Council tonight. <br />Mayor Fischer stated that if there was a change to weekly recycling pickup that would increase the <br />cost, but recognized that in the future that will be a change that comes. He stated that he does not think <br />it would be ideal to split the city in half for collection days, but that could be an option which would <br />allow them to see the difference in pricing. <br />D. Miller asked if the collectors can dispose at a location of their choice and do not choose Ramsey <br />County, he would want to ensure that would not impact the ability to participate in the food waste <br />program. The City Administrator commented that there is not a Ramsey County owned transfer <br />facility, but he could clarify to ensure there would not be impacts. <br />D. Miller referenced the bulky item pickup and stated that if that is reduced to one, perhaps there is a <br />city rebate residents could apply for should they want another pickup of that nature. Gutierrez agreed, <br />noting that if they start to see people dumping items that would be of concern. The City Administrator <br />confirmed that the bulky item pickup had been included for that purpose, to prevent people from <br />dumping, but now only 29 percent of the community utilize the bulky item pickup. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-9-108 — DIRECTING STAFF TO PROCEED WITH ISSUING A <br />REQUEST FOR PROPOSALS FOR RESIDENTIAL SOLID WASTE AND RECYCLING <br />SER VICES ACCORDING TO THE PROPOSED TIMELINE. <br />3 <br />
