MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2024 <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE ISSUING A REQUEST FOR QUOTES TO CONDUCT A COMMUNITY SURVEY <br />The Community Relations Manager provided background information on community surveys within <br />Little Canada. She stated that funding was included in the Capital Improvement Plan (CIP) for a <br />community survey and staff recommends requesting for quotes for a community survey. She reviewed <br />details on the draft community survey request for quotes. <br />Mayor Fischer recognized that things have changed since 2018 when the last survey was done, noting <br />that the last survey was completed by calling landline phones. He stated that he would like to avoid <br />leading questions in order to obtain the most honest answers. <br />Kwapick referenced the statement that they are looking for companies that have experience with cities <br />this size and asked if that is for comparison information. <br />The Community Relations Manager stated that companies that have worked with cities of this size <br />would ensure they have the appropriate experience with different types of housing stock. She stated <br />that she is not as concerned with whether they have done larger cities, but would want to ensure they <br />have done cities at least as big as Little Canada. <br />D. Miller commented that perhaps they could reach out to residents at community events as well. <br />The City Administrator stated that there is another survey tool that the City has been using and this <br />community survey could be complemented with the City's own survey tool. <br />Mayor Fischer asked for more details on the process after the vendor is selected and whether the <br />Council would be involved in the questions or approval of the questions. <br />The Community Relations Manager commented that it would depend on the vendor and their typical <br />process, but confirmed that the City would have input. <br />T. Miller commented that if the Council gets too involved, some of the questions will become more <br />guided and would prefer to let the vendor take the wheel with the Council providing some topics. <br />D. Miller and Mayor Fischer agreed that they should provide some topics and let the professionals <br />develop the question language. <br />T.
