- A resident asked that the assessment process be reviewed again so she could <br />better understand how it worked. Mr. Elfering and the City Administrator <br />reviewed the process again including details on full and partial prepayment and <br />interest rates. <br />- There was a question on how accurate the prices in the handout were. Mr. <br />Elfering replied that the prices should be very accurate since he knew what the <br />unit prices were. Typically, he estimates the unit prices based on past projects <br />and projections, but in this case he knew the prices since they were already bid. <br />- It was asked if there would be any storm sewer repairs. Mr. Elfering stated that <br />there maybe some minor catch basin repair but there wasn't anything major. <br />Any storm sewer repairs would be paid for by the City and not assessed. <br />- A resident asked how long the overlay would last. Mr. Elfering responded that it <br />should last about seventeen or eighteen years with proper maintenance. <br />Typically, another mill and overlay can be performed and another twelve years <br />can be added to the life of the road before a full reconstruction is necessary. <br />- It was asked if it was possible to get a quote for driveway work from the <br />contractor. Mr. Elfering replied that the contractor would probably bid on a <br />driveway installation but the prices would likely be higher than the unit prices the <br />city received for the street project. He also recommended that homeowners get <br />more than one quote for driveway work. <br />- A resident asked if the Valento project went out for bids. Mr. Elfering answered <br />that it had not gone out for bids on its own but that the prices were based on the <br />bids received for the 2009 mill and overlay project. The resident stated that it <br />could be possible that one of the contractors who lost out on the original bid <br />could bid lower on this project. Mr. Elfering responded by saying it was doubtful <br />that a contractor would bid lower for aone-street project. The City <br />Administrator added that if the project were bid alone the engineer would have to <br />prepare specifications and the unit pricing on the mill and overlay project was <br />excellent and he felt the city should take advantage of it. <br />- It was asked if the city was happy with the work done on Windrow and <br />Westwind. Mr. Elfering explained that those streets required extra work due to <br />the thin pavement section so they ended up being tear out and re-pave streets <br />rather than mill and overlay streets. The City Administrator added that Demont, <br />Desoto, and Costa were all mill and overlay streets in the 2009 project and all <br />turned out very nice. <br />- A resident asked if reconstruction streets are assessed the same as mill and <br />overlay streets. The City Administrator responded that they were not assessed <br />the same. Reconstruction streets were assessed at a capped rate that works out to <br />
