MINUTES
CITY COUNCIL
OCTOBER 9, 2024
seek, and the partnerships it participates in to improve the community. He encouraged the City to
continue to look for pedestrian -friendly options.
PRESENTATIONS
YOUNG SOUTHEAST ASIAN LEADERS INITIATIVE (YSEALI) PROFESSIONAL
FELLOWSHIP UPDATE — ASIA WY
The Community Relations Manager introduced Asia Wy.
Asia Wy introduced herself, noting that she works as an environmental lawyer and reviewed some of
her career experience. She also provided information on her country, the Philippines, and some of the
issues that her country faces due to climate change. She provided an overview of the project that she is
working on while in Little Canada. She also provided some examples of recommendations, including
that the City consider joining GreenStep.
Kwapick asked for more information on thriving communities that was mentioned. Ms. Wy provided
more examples of how residents could be engaged and encouraged.
D. Miller stated that he attended the Ramsey County meeting with the Community Relations Manager
where a spreadsheet was mentioned and asked if that information would be available for this work.
The Community Relations Manager stated that there is a spreadsheet that is becoming their working
document, which has been modified for internal staff use and tracking. She stated that will be
compiled as part of the final draft and staff would continue to use that template going forward.
D. Miller asked why the City has not been part of GreenStep thus far. Mayor Fischer commented that
the criteria for GreenStep is widely available and the Council, about ten years ago, did not appreciate
the value on the investment when the work could be done offline without being part of that program.
He recognized that the recent Council has not discussed that, and perhaps that would be a topic the
Council should revisit. The City Administrator commented that there would be some staff time used to
participate in the program. He stated that other than Mound, Little Canada would be one of the only
other metro communities that does not participate. He agreed that participation may now make sense,
as the City would seem to easily get to step three.
CONSENT AGENDA
T. Miller introduced the following resolution and moved its adoption:
RESOL UTION NO. 2024-10-114 — APPROVING THE CONSENT AGENDA WHICH
CONTAINS THE FOLLOWING. -
Approval of the Vouchers
• Approve Transfer of State Public Safety Aid Funds for the Fire Fund 457
• Approve Agreement with Great River Greening for Prairie & Native Planting
Enhancements in the Thunder Bay/Westwinds Trail Corridor
• Approve a Gambling Exempt Permit for St. John's Church on November 24, 2024
• Approve a Gambling Exempt Permit for St. John's Church on April 25, 2024
0)
