MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 2024 <br />• Approve a Temporary Liquor License for St. John's Church on November 24, 2025 <br />• Approve a Temporary Liquor License for St. John's Church on April 25, 2024 <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />ORDINANCE 899, ENACTING CITY CODE CHAPTER 826 CANNABINOID PRODUCTS <br />The City Clerk explained that this is a continued discussion from the previous meeting as the Council <br />had questions that needed additional clarification. She summarized the three changes that were made <br />since the last review to clarify things and match state statute related to loosies, onsite consumption and <br />violations. <br />T. Miller asked if there was a temporary license. The City Clerk stated that there will be cannabis <br />events that can be up to four days long, which will be run through permits. She clarified that moveable <br />places are not allowed for THC products. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-10-115 — ADOPTING ORDINANCE 899, ADDING CITY CODE <br />CHAPTER 826, CANNABINOID PRODUCTS, AND APPROVING PUBLICATION OF <br />SUMMARY ORDINANCE. <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />VETERAN'S MEMORIAL PARK BUBBLER SYSTEM REPLACEMENT <br />The Park and Recreation Director provided background information on the Veterans Memorial that <br />was completed in 2017 and features a bubbler system. He noted that bubbler system was replaced in <br />2021 and has failed twice since that time, being shut off in 2023. He commented that it is believed that <br />the water from the bubbler is not being contained and is pushing the large wall blocks out from their <br />placement. The City has worked to identify options that were brought before the Park and Recreation <br />Commission the previous week and included complete replacement of the basin in 2025, or <br />replacement of the bubbler system with landscaping. He stated that the Park and Recreation <br />Commission believed there was intentionality by the Veterans Memorial committee in selecting the <br />bubbler system and therefore support replacement of the basin as proposed, with an additional <br />recommendation for lighting to be added. <br />Mayor Fischer commented that he was part of the committee for the memorial and a number of - <br />veterans were involved. He stated that the bubbler was seen as a touch of class and differentiator from <br />other memorials. He agreed that it would make sense to try to replace the bubbler one more time and <br />also agreed with the lighting. <br />3 <br />
