<br />City of Little Canada <br />Request for Proposals Residential Solid Waste and Recycling Services <br />Page 2 <br /> <br />1. INTRODUCTION AND BACKGROUND INFORMATION <br />The City of Little Canada (city) is seeking competitive proposals from qualified companies (referred to as <br />“proposers") to provide comprehensive solid waste and recycling services to all low-density dwelling <br />units (a building designed for occupancy, including single-family detached houses), medium-density <br />dwelling units (a building designed for occupancy including two-or three-family buildings, townhomes, <br />and buildings with a density of 3-8 units (those built after 2024). Opt-in collection is also provided to <br />medium-density dwelling units (built prior to 2024) that have collection needs similar to low-density <br />units. This document, together with all forms and exhibits, shall serve as the “Request for Proposal” <br />(RFP) for the services. <br />In reviewing records dating back to 2006, the City of Little Canada has utilized three waste haulers to <br />provide organized collection for the city. Each hauler is responsible for the collection of a section of the <br />Little Canada community (current hauler zones outlined in image below) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Trash, recycling, yard waste, and bulky pickup items collected within a single day on Wednesday <br />(adjustments made for holiday weeks) by all three haulers. Since 2006, there have been several <br />renewals and agreements, including the most recent three-year extension for 2022, 2023, and 2024. The <br />city is in the process of negotiating an extension with the hauler consortium to extend services to March <br />31, 2025, in order to allow for a complete RFP process. <br />The term “proposer” means a company or team submitting a proposal. The term “contractor” means a <br />company later contracted with the City of Little Canada to provide solid waste and recycling services <br />once the new, final Contract is fully executed by both parties. <br />The new contract shall commence operations on April 1, 2025, and continue through March 31, 2029.
