<br />City of Little Canada <br />Request for Proposals Residential Solid Waste and Recycling Services <br />Page 3 <br /> <br />1.1 General Scope of Service <br />The city intends to maintain its basic organized collection structure for contracting solid waste and <br />recycling services; however, should proposers have an alternative method for collection, the City of <br />Little Canada will consider it. The city does, however, intend to transition to a one-hauler system for <br />both solid waste and recycling services through this RFP process. The list of contract services includes <br />but is not limited to the following: <br />• City-wide, day-certain, weekly trash collection service and delivery to a disposal facility. <br />o Respondents may also provide an alternative proposal for collection, dividing the city <br />into no more than two collection zones <br />• City-wide, every-other-week (EOW) day-certain recycling collection service and delivery to a <br />materials recovery facility. <br />o As an alternate proposal, weekly recycling collection frequency pricing is also requested <br />in this RFP packet <br />o Respondents may also provide an alternative proposal for collection, dividing the city <br />into no more than two collection zones <br />• Subscription, weekly seasonal (April through November) yard waste collection service and <br />delivery to a Composting Facility. <br />o Respondents may also provide an alternative proposal for collection, dividing the city <br />into no more than two collection zones <br />• Ownership and management of all trash, recycling, and yard waste carts. <br />• One (1) “pay-as-you-throw” bulky waste collection item per trash account and delivery to a <br />disposal facility. All other items would operate as a subscription “pay-as-you-throw” bulky waste <br />collection service and delivery to a disposal facility. <br />• Trash, recycling services, and yard waste as needed from designated city buildings, park <br />facilities, and the annual Canadian Days celebration at no charge to the city. <br />• Public education services from the contractor. <br />• Christmas tree removal: removal of one (live) Christmas tree annually at the curbside is included <br />in the cost of trash service (typically the first two weeks of January). <br />• Free Walk-Up Service by request for seniors (over 65 years) or residents who are physically <br />disabled. <br />• <br />The “city-wide” services (i.e., trash, recycling, and one free bulky item) means regularly scheduled <br />collections that are provided to every customer that sets out trash or recyclable materials as specified in <br />this RFP. <br />The “subscription” services (i.e., yard waste and bulky waste) mean that these collections shall be made <br />available to every customer, but provided to only those households that sign-up with the contractor and <br />voluntarily pay the extra fees specified in the contract for these additional, optional services. <br />The city’s curbside recycling service is currently collected every other week. This RFP requests pricing <br />for both EOW recycling collection and weekly recycling collection (as an alternate proposal). <br />Currently, the City of Little Canada provides both billing and customer service inhouse. However, the city <br />is interested in migrating the customer service piece only and scheduling of bulky pickups, to the <br />contractor. Proposed roles and responsibilities are outlined below in Table 2.
