Nielson also stated that the fees to be charged far park land <br /> dedication should be set by Council resolution rather than in an <br /> ordinance, this way if it became necessary to change the fees <br /> Council need only to issue a new resolution rather than changing <br /> the ordinance. <br /> Mayor Hanson stated that Council has proposed the figure of $,00.00 <br /> for the park land dedication fee fora residential property, but this <br /> fee has not been formally adopted. <br /> Hanson also stated that the proposed Subdivision Ordinance does say <br /> that park land dedication fees are to be set by Council resolution. <br /> Dick Boss questioned why the Council changed the park land dedication <br /> fee 'For developments to be based on the assessed value rather than the <br /> market value. <br /> Councilwoman Scalze stated that Council changed this based on a four-to- <br /> one vote with Scalze opposing it. Scalze stated that the majority of <br /> the Council felt that if the City found some park land it wanted, the <br /> City could sell bonds and buy the part: land. DeBace stated that the <br /> park fund may never amount to enough money to buy a piece of property. <br /> DeE;ace stated he felt the City could float a bond to buy a piece of <br /> property, or put the cost of a piece of park land on the gene rat tax <br /> rolls and collect 'the money from ail the citizens of Little Canada. <br /> boss stated he felt 'the developers were getting off too easy, <br /> The City Clerk reported that in the past developers were charged park <br /> land decHcation fees based on the assessed value of their property. The <br /> ordinance did provide the fee be based on the market value, however. <br /> boss stated that perhaps the homeowner should be charged less for a <br /> park charge, but the big developer should he charged snore. <br /> DeBace stated that if the park charge went on the general tax roll, the <br /> big developer would pay more than the homeowner. <br /> P1ayor Hanson suggested that the City budget .$25,000.00, for example, for <br /> park land acquisition each year. The City Clerk stated that by the time <br /> the City built up enough money to buy the land, the land wouldn't be <br /> available. The Clerk suggested the City go to a referendum for park land <br /> acquisition, and see if the people want parks. The Clerk also stated <br /> that the City could Float a bond issue to acquire some land. <br /> Dick Boss stated that the park fund was to have money building up for the <br /> time that Spooner Park becomes available for the City to purchase it. <br /> Boss stated that at that time the present Council wi71 not be around, <br /> and perhaps the future Council wi71 not be willing to float a bond For <br /> park land acquisition, <br /> Page -2- <br /> <br />
