<br /> MINUTES <br /> <br /> City Council <br /> (Cont'd.) <br /> January 17, 19130 <br /> Councilman De[3ace stated that if the City hold a referendum for park <br /> land acquisition, the referendum would be voted down. De6ace again <br /> mentioned the cost for park land acquisition should go on the general <br /> taxes. <br /> f4ayor Hanson mentioned that the City will pick up $100.00 as a park <br /> land dedication fee for each apartment unit converted to a condominium. <br /> Dick boss stated that the City is probably losing between $15,000 <br /> and $20,000 in park charges for just the developments on Little Canada <br /> Road by using the assessed value instead of the market value in <br /> determining the park charge. <br /> The City Clerk stated that the City's old ordinance clid not require a <br /> park charge of a development unless it was a subdivision. Under the <br /> old ordinance many developments would have escaped the park charge. <br /> Councilman De¢ace stated that the Park Commission could take either <br /> money or a piece of land fora park charge. In the past the City has <br /> accepted some undesirable pieces of land in lieu of the park charge. <br /> In Ryan's Industrial Park the City accepted the holding pond instead <br /> of a park charge in cash. In the case of the Westwinds development <br /> the City accepted a piece of land that Westwinds got from PISP, both <br /> of these cases are examples of the City accepting undesirable pieces <br /> of property in lieu of a cash park charge. <br /> Dick boss again stated he was against the park charge being based on <br /> assessed value rather than market value. Councilman DeE3ace stated that <br /> if the Council wished, the park charge could be changed back to the <br /> market value. <br /> Qoss questioned why the Council passed Ordinance 1(161 without the <br /> Planning Commission first being able to review the ordinance and make <br /> their recommendations to the Council. Councilman DeDace reported that <br /> the Council received recormendations on Ordinance #1161 from the Park <br /> Commission as the ordinance deals with park charges. <br /> Councilwoman Scalze stated that she voted in favor of the ordinance because <br /> the ordinance required a $100.00 park charge per apartment unit converted <br /> to condominium, and because she knew she couldn't get a park charge based <br /> on the market value. <br /> Councilwoman Scalze questioned whether the Planning Commission should <br /> review all ordinances before the Council acts on them, Scalze suggested <br /> that the ordinance that is pending for the regulation of condominium <br /> conversions be revievaed by the Planning Commission. De[3ace also stated <br /> that perhaps the Planning Commission should review all ordinances before <br /> Council takes action. <br /> Jack Radford stated that if the Council wants an effective Planning <br /> Commission, the Council should involve them in these matters. <br /> Page -3- <br /> <br />
