MIPlUTES
City Council
(Cont'd.)
February 1930
Contracts The Planner stated that he !vor.ild be submitting the two contracts one for
For 4lork the remaining arork on the City's Comprehensive Plan, and the Technical
On Assistance Contract. Council !~aill consider these contracts at its
Comprehensive February regr.rlar Council meeting.
Plan
Senior Mayor Manson stated that last Saturday morning the City Attorney met
Citizen with Mr. John Vitale regarding the development oP his property near
Flo using the P1arket Place as a senior citizen housing development. The Attorney
Development and the Mayor and Councilman Fahey met !~~ith P1r. Schier regarding the
development of his property along Country 12oad C for the same purpose
on Tuesday morning.
The Attorney reported that Mr. Vitale has about four acres of property
available. Vitale was talking of about $300,000 for the purchase of
the property. The City was thinking more in the area of $90,000 to y100,000
for the project to be feasible. The Attnrney s'ta'ted that Mr. Vitale
realized that the City felt this price !vas high, and P1r. Parks suggested
that perhaps something could be worked out with Mr. Vitale.
P1rs. Scalze stated that Mr. Vitale felt that perhaps the housing units
could be built cheaper to offset the high cost of the land. Mr. DeBace
stated that in order to make the project feasible due to 'the high cost
of the land, more units would have to be built. The City does not
want to consider building more housing units.
Attorney Parks stated that Councilman Fahey thought perhaps the City
could use only part of t'ne land for the housing development and float
a bond for 'the purchase of the property. Fahey stated that for the
City to yet any community block grant funds for the purchase of property
it would have to work under the Community Deve1oprnent Block Grant Program
for Small Cities. In order for the City to get funds in 1930, it would
have had to make application between September and October of 1979.
Therefore, the City has to forget about block grants 'for 1930.
Councilman DeBace stated that Mr. Rice or 4lichols could investigate funding
for the purchase of 'the land for the City. De(3ace stated that the City
should progress on the purchase of some land even if it has to purchase
the land by some other means than the block grants.
The Attorney stated that he met uvith i1r. Scheier on Tuesday morning.
He told Nir. Scheier the City is interested in purchasing two or three
acres for a senior citizen housing development. Y1r. Scheier owns the
property witYr some other people, and will have to meet with them to
see their feelings on selling some of the land to the City.
The City was interested in the area of the Scheier property by the lake,
however P•1r. Cardinal will not give the City an easement to the Market Place
through his property. Therefore, the City would have to consider 'the
Scheier property for 'the development that is near the road. The Attorney
stated that perhaps the City cou7ci find some more desirable property than
tl7is for the developrsr~nt.
Page -3-
