MINUTES
City Council
(Cont'd.)
February 21, 1980
Mayor Hanson also informed those present that the City has endorsed
the Archdiocese of Minneapolis and Saint Paul as the developer for
the City on this project. The Archdiocese has been active in putting
these developments together for other cities through a non-profit
corporation known as the Community Development Corporation.
Hanson also stated that Mr. Richard McNamara and Mr. Richard Jacobson
are also present at the meeting to answer any questions. These
gentlemen are the owners of the property in the area of Little Canada
Road and Jackson that the City is considering for the senior citizen
housing development.
The City Attorney reported that he spoke to Mr. Vitale regarding the
property he owned near the Market Place and the purchase price of that
property if the City decided that the senior citizen housing development
should be located on this property.
Mr. Vitale originally considered selling the City approximately four
acres in this vicinity. Flowever, the property was 'too expensive.
Mr. Vitale then suggested that he owned some property right next to
the Market Place that may be more reasonably priced that if the City
tied this piece in with a smaller piece of the property originally
offered to the City, the price might be more acceptable.
Mr. Parks informed the Council that he determined that a Mr. finneman
has the final say on the sale of this property. Mr. Parks was informed
that the selling price of this land would be $3.00 per foot or about
$125,000 to $130,000 per acre. There are also plans for possibly
expanding the Market Place in the future.
Attorney Parks informed the Council that the total price for the property
the City was considering in the area of the Market Place would be
approximately $225,000. The only solution to the high cost would be
to only purchase one acre of property for the housing development.
Mr. Parks also reported that he tried to contact Mr. Stengeberg, Mr.
Glasrud's architect on the Washington Squares senior citizen housing
development, to see if he could put together a rendering of how the
development would look in the site of Little Canada Road and Jackson.
He was not able to reach Mr. Stengeberg. Parks then tried to contact
another architect that he knew, but he was in the hospital. Therefore,
Parks stated that he was not able to get an architectural rendering of
the development for the meeting tonight.
Mayor Hanson reported that Steve Rice from the Archdiocese was not able
to make tonight's meeting due to a previous engagement. Mr. Rice has
looked at the Little Canada Road-Jackson Street property. Mr. Rice
will be showing the property to some people from HUD on Monday to get
their feelings if the site would be adequate for the development.
Page -3-
