MINUTES
City Council
(Corn' d. )
February 21, 1980
Mayor Hanson stated that first the City must get an option on the
property and then the site is subject to the approval of FIUD.
The Archdiocese will represent the City in getting 'the necessary
approvals.
Councilwoman Scalze suggested that if members of the audience were
interested they should take a look at Washington Square, a senior
citizen developement that was 6ui1t by Ted Glasrud, located on
4th Street in White Bear Lake, west of Highway 61.
Mayor Flanson asked Mr. McNamara what they are proposing for the
remainder of their property on Jackson and Little Canada Road.
Mr. McNamara stated that he and Mr. Jacobson are contemplating a
two-story, wooden building which could possibly house a barber shop,
beauty shop, a pharmacy shop, and small clinic. It would be a
service-type building. McNamara stated that they would have the
design of this building complement the design of the senior citizen
building. The parking area that would be behind the building
could also be utilized by the senior citizens.
Johanna Gallagher stated that the site at Jackson and Little Canada
Road was the seniors' second choice, the first being the Scheier
property. The seniors felt that this site is cozy and in a protected
area. Their only concern is for working out a system for the seniors
to get to the Market Place.
Mrs. Gallagher also informed the Council that many of the seniors who
signed up for the senior citizen housing are finding out that they
have too much income to qualify for the subsidized housing.
Councilwoman Scalze stated that the present requirements are that a
single person can have a maximum income of $11,700, which would be
a combination of Social Security and assets. Two people can have a
combined income of $13,200.
Councilman DeBace stated that these requirements change all the time,
and by the time the builcliny is built perhaps these people would
qualify.
Mayor Hanson stated that the City has a deadline of March 31 to get
an option on a site. If the City decides on the McNamara property,
the property would have 'L'o be rezoned.
Carl Spooner stated that Gordy Nadeau asked him to let the Council Know
that he was in favor of the senior citizen development on the McNamara
property.
Mayor Flanson stated that occupancy of the building is on a first-come
first-served basis. Residents of 'the building would not have had to
previously been residents of Little Canada.
Page -5-
