MINUTES

City Council

March 4, 19F30
Parks then stated that the survey being done by Engineer Carley will
show how much residential property there is. Parks also said that
he told McNamara and Jacobson that if there was slightly over three
acres, he thought there would be no problem with the City purchasing
'the excess property. Flowever, if there was a great deal of land over
the three acres, he did not know whether the City would want the
additional property. McNamara indicated that if there was a great
deal of property over the three acres, he and Mr. Jacobson would
probably be able to do something with it anyway.
Parks inforinecl the Council that he won't be able to negotiate the sale
price until Mr. Carley finishes the survey of the property. i-lowever,
the Attorney stated that the approximate sale price will be $90,000.
Mayor Hanson stated that he talked to Steve Rice of the Community
Development Corporation and he is waiting until the City acquires
an option on a piece of property before he can get started with the
City's application for financing for the senior citizen housing
development.
Hanson indicated that Mr. Dick Boss, Sr., who is a resident of the
Jackson Street-Little Canada Road neighborhood, is in tYie hospital.
Mr. Boss, Sr. indicated to Mr. I-Janson that he would like to see a
rendering of the housing development before he voices his approval or
opposition to the development.
Mayor Hanson indicated that Dick Doss Jr. has stated that he is not
opposed to the senior citizen housing development. His only concern
is regarding the west side of Jackson Street. This property is
immediately across the street from him, and he is concerned that
this property might be rezoned.
Mayor Flanson indicated that the general concensus of 'the neighborhood
is that they are not opposed to the housing development in their
neighborhood.
Councilman DeBace stated that his concern with the senior citizen
housing development going in this neighborhood is that at some future
time there might be pressure to rezone the property up to Bryon as
commercial. DeBace stated that this is a small residential neighborhood
surrounded by commercial property. DeBace feels that this residential
neighborhood may not be a very desirable neighborhood witFi more
commercial development surrounding it. DeBace stated that the housing
for tha elderly is another enfringement on a residential neighborhood.
Attorney Par(<s stated that it is his feeling that the present Council
would not rezone the property commercial up to Bryon. However, a future
Council might do this.
Councilman Fahey stated that the Council could make a statement that
they are not in favor of the up-zoning of any R-1 property and hope
that this statement is honored by future Councils. DeBace stated that
the present Council has no authority over future councils.
Page -2-
