<br /> MINUTES <br /> City Council <br /> (Cont'd.) <br /> March 12, 1980 <br /> Mayor Hanson called the Council's attention to the architectural model <br /> done by Mr. Stegeberg of the senior citizens housing development. <br /> Hanson stated that the architect has the model incorrectly placed and <br /> the building should be further to the north on the property in question. <br /> Councilman DeBace stated that he has some concerns with the senior <br /> citizen housing development being located on the Jackson Street-Little <br /> Canada Road property. To build the development on this property would <br /> require a rezoning of the property. Also the City has no soil tests <br /> on the property. De6ace stated that he was opposed to the site due <br /> to rezoning that would be required. The senior citizen development <br /> would be another piece of residential property taken from this small <br /> residential area. DeBace stated he feels the development should go <br /> into a PUD area. <br /> Councilman Fahey stated that he is satisfied that the people of the <br /> area approve of the senior citizen housing development as long as they <br /> have assurances that the property will remain for senior citizens. <br /> Fahey stated that the ~0 year mortgage on the development will guarantee <br /> that. <br /> Councilman DeBace also stated that the City has no appraisals on the <br /> land to ensure that it is actually worth the $90,000.00 the City is <br /> talking about paying for the property. <br /> Councilwoman Scalze stated that if there is any neighborhood opposition <br /> to the senior citizen development she would be opposed to it. Scalze <br /> stated that this applies to Councilman DeBace's views also, as DeBace <br /> is a resident of the neighborhood. Scalze stated as long as there is <br /> a resident against the development, she was opposed in it. <br /> Councilman Fahey stated that if there would be a lot of the neighbors <br /> against it, it would be a different matter. Flowever, De6ace is the <br /> only resident of the area against it. Fahey also stated that none <br /> of the people directly adjacent to the property are against the proposal. <br /> They are the people who will be primarily impacted. Fahey stated he <br /> did not want to see the project scrapped because one resident of the <br /> area was against it. <br /> Councilman DeBace stated that the March 31 deadline is too fast. The <br /> Planning Commission has not had the opportunity to look at the project. <br /> Councilman Dladeau stated that the City only needs an option on the land. <br /> The Attorney stated that if the project is not feasible on the piece <br /> of property in question, the developer will tell the City. Parks <br /> stated that the project is subject to a number of contingencies. If <br /> problems arise, the City is not bound to the project. <br /> DeBace stated that a three-story building will have a big effect on the <br /> neighborhood. DeBace also stated that people who have not opposed the <br /> project today, will be opposed to it once the digging begins. <br /> Page -13- <br /> <br />
