MINUTES
City Council
(Cont'd.)
March 12, 1980
Mayor Hanson stated that he has tried to consider the senior citizen
housing development from all angles. Hanson questioned whether the
City has established the need for the development. Flanson stated that
he does not see a need among the old-time residents of Little Canada.
Nanson questioned whether we were putting up the building for Little
Canada residents, or because Little Canada is a nice place to live.
Flanson stated that the City would have no control over who lives in
the building, or who designs the building.
Councilman Nadeau stated that the Community Development Corporation
would work with the City on the project.
Councilman Fahey stated that all these question have been resolved.
DeBace stated that there is a need, however, why take residential
property, when there is PUD property available.
Nadeau stated that PUD property would be higher-priced. Nadeau also
stated that the elderly should not be moved away firom residential areas.
DeBace stated that the Schroeder property would be a good location for
the senior citizen development. Councilwoman Scalze stated that the
Schroeder property is R-1 property also. It would also require a rezoning.
Parks stated that the City is rushing against a deadline, however, after
1980 there may not be any HUD money available for this type of project.
DeBace stated that the property in question is a swamp and not worth
$90,000. Fahey stated that the property would have to be suitable for
building without a lot of excavation and filling.
Scalze stated that she would rather see the project in Little Canada
than in Roseville. She also stated that she did not think the Council
had to be concerned with soil borings or the price of the property.
Fahey stated that the $90,000.00 price was not out-of-line.
Hanson stated that the City would have to enter into an option on the
property and then have a hearing on the rezoning. The Attorney stated
the the City should not consider rezoning the property until its
application for funding is approved.
Mr. Nadeau introduced the following resolution and moved its adoption:
RESOLUTION N0. 80-3-117 -INSTRUCTING THE CITY ATTORNEY TO
NEGOTIATE A PURCHASE PRICE OF $90,000.00 FOR ALL OF THE R-1
PROPERTY OWNED BY MESSRS. JACOBSON AND McNAMARA IN THE AREA
OF JACKSON AND LITTLE CANADA ROAD AND FURTHER TNSTRUCTTNG
THE ATTORNEY TO ENTER INTO AN OPTION AGREEMENT FOR TEIAT PIECE
OF PROPERTY
Page -1~-
