MINUTES

City Council
(Cont'd.)

March 26, 1980
On page 29 of the proposed Ordinance under paragraph D. 3. Planning
Commission will be changed to Council and the order of 3. and 4. will
be reversed.
On page 2.8 Section 903.080 will be changed to reflect the City's current
Ordinance. Section 903.090 will also be changed to reflect the current
Ordinance and the heading will be "Excavation" rather than "Mining".
Mr. Nielson asked if there were any suggestions or changes to the
proposed Sign section of this Ordinance.
Councilman Fahey asked if the section will require the consolidation
of a lot of little signs. Mr. Nielson stated that it would and non-
conforming signs would be given a certain time period to comply.
Council then discussed the subject of billboards and whether billboards
should be considered a non-conforming sign or should continue to be
permitted.
Mr. Nielson stated that if billboards were to be declared a non-conforming
sign, all present billboards would have to be taken down in five years.
Councilman DeQace stated that there are presently 4 billboards in Little
Canada. DeQace stated that he was not in favor of any additional
billboards, but the present billboard were all right with him. Mayor
Hanson stated that he, too, could live with the City's present billboards,
but that future ones should be regulated.
Councilman Fahey stated that there should be a time period for non-
conforming signs to be taken down.
Attorney Parks suggested that the City could include billboards as a
non-conforming sign, thus preventing additional billboards in the future.
However, the City would not have to enforce the five-year time period
for existing billboard to be taken down.
Mr. Nielson stated that all conforming signs would have permits, thus
the City would know that any sign without a permit, would be a non-
conforming sign.
Mrs. Scalze stated that she agreed with Mr. Parks suggestion and that
billboards should be listed as a non-conforming sign.
Attorney Parks suggested that under 'the "Purpose" section of the
sign portion of the Ordinance the phrase "series of standards" should
be changed to "set of standards"
The next section of the proposed Zoning Ordinance for review is the
section dealing with home occupations. Mr. Nielson stated that he
has set up standards to determine which type of home occupation will
require a permit, and which will not.
Page -6-
