MINUTES
City Council
June 25, 1980
Extension Mr. brad Nielson submitted to the Council for their approval a resolution
Of The requesting of the Metropolitan Council an extension until November 31>
Planning 1980 for submission of the City's Comprehensive Plan.
Process
Mrs. Scalze introduced the following resolution and moved its adoption:
RESOLUTION N0. 80-6-236 - REQUESTING AN EXTENSION OF TIME
FOR COMPLETION OF THE CITY'S COMPREHENSIVE PLAN UNTIL
NOVEMBER 37, 1980 FROM THE METROPOLITAN COUNCIL
The foregoing resolution was duly seconded by Mr. Hanson.
Ayes (4) Scalze, Hanson, DeBace, Fahey.
Hayes (O).
Resolution declared adopted.
This resolution appears in Resolution Book No. 6, Page 150.
Mr. Nielson also submitted to the Mayor for his signature a cover letter
to Mr. Charles Weaver of the Metro Council which could accompany the
resolution requesting an extension of the planning process.
Housing The Planner informed the Council that the next step would be to set a
Plan meeting up to review the suggested Housing Plan for the City. This
meeting should be a study session. The Planner also stated that the
Housing Plan is non-controversial.
Mr. DeBace expressed some concern that the Housing Plan refers to 'the
Metro Council's low income housing in many places. The Planner stated
that the Flousing Plan is geared to low and moderate income housing.
DeBace felt that the Plan should not even address this subject.
The Planner stated that the Metro Council's allocation of low and moderate
income housing for Little Canada was unrealistically high. The Housing
Plan has identified programs that will accomplish some of what the Metro
Council wants. The Planner also stated that the Metro Council has not
taken a realistic look at what the City presently has in terms of low
and moderate income housing. Mr. Nielson mentioned the City's mobilehome
parks and apartment buildings.
The Planner stated that he felt the Housing Plan was a compromise of what
the City probably wants in terms of low and moderate income housing and
what the Metro Council wants.
Mayor Hanson stated that a study session would be set up for Wednesday,
July 30 at 7:30 P.M. between the Council and the Planning Commission to
study the proposed Housing Plan for the City.
Senior Councilman Fahey asked Mr. Nielson if he has made any progress on the
Citizen matter of senior citizen housing.
Housing
Mr. Nielson reported that he spoke to Mr. Brusselman of Northland Mortgage.
Mr. Brusselman informed him that financing is tight and is tied into
low and moderate income housing.
Page -4-
