MINUTES
CITY COUNCIL
June 25, 1980
Mr. Nielson stated that Mr. Brusselman informed him that the City might
only have to improve some of the low and moderate income housing it
presently has, such as planting trees on the project.
Nielson further informed the Council that HUD is sending him information
on the various programs it has. Nielson suggested that the City might
want to pursue the 202 program, which is a non-profit developer.
Councilman Fahey stated that the Council is aware of the 202 program.
That is the program the City was considering for the property at Little
Canada Road and Jackson through the Archdiocese. Fahey suggested not
closing the door to the Archdiocese getting involved in the Schrier
property.
Mrs. Scalze stated that the Council is interested in what Mr. Schrier is
willing to do. Mr. Nielson stated that he has not yet approached Mr.
Schrier with the various site plans for his property.
Scalze suggested that Mr. Schrier be informed that the City may consider
the 202 program.
Councilman Fahey stated that the proposal should still be laid out with
the option of the City purchasing the property and perhaps getting a
grant for the purchase. The City would then have the option of turning
the property over to a developer. Fahey asked Mr. Nielson if he were
exploring the possibility of the City getting a block grant for the
property. Mr. Nielson stated that he was.
Fahey suggested that Mr. Nielson pursue this as the City needs a grant
or it won't be able to purchase the land at a price to turn it over
to a non-profit developer.
Councilwoman Scalze stated that the City has to find out the deadline
for applying for a block grant. Mr. Nielson stated that he would present
the Council this information at the July 9 Council meeting.
Fahey stated the Council would like information on the block grant and
obtaining an option from Schrier on the property at the July 9 meeting.
Mr. Nielson stated that applying for the block grant would not be a problem.
The problem will be meeting the criteria for the grant. One of the criteria
is to have a Housing Plan.
Councilwoman Scalze asked how soon the City could adopt the Housing Plan.
Mr. Nielson stated that the plan could be adopted on an interim basis,
or the Plan could be submitted as the City's proposed plan.
Letter To The Mayor asked if the Council approved the letter the City Attorney has
Mr. Paul drafted to be sent to Mr. Paul Borg of the School District regarding the
Borg Old Little Canada School building.
Council had no objection to the letter.
Page -5-
