<br /> MINUTES <br /> <br /> City Council <br /> <br /> July 9, 1980 <br /> Noise Deputy Shanley of the Sheriff's Department appeared before the Council <br /> Control regarding the City's adoption of a Noise Ordinance. Mr. Shanley has <br /> Ordinance submitted to the Council a model ordinance. Shanley also stated that <br /> it would be ideal from an enforcement standpoint for all communities <br /> that the Sheriff's Department services to adopt a similar ordinance. <br /> Councilman Fahey stated that the Council has asked the City Attorney <br /> to review this model ordinance. <br /> Councilman Nadeau stated that there was a lot of unnecessary verbage <br /> in the ordinance. <br /> Deputy Shanley suggested that the other communities involved and Little <br /> Canada get together to come up with a common noise ordinance. <br /> Councilman Fahey suggested that the City get something in draft form <br /> on the ordinance and submit it to the Sheriff's Department. <br /> Deputy Shanley also informed the Council that there is a piece of equipment <br /> for measuring noise levels that the Sheriff's Department will need. The <br /> cost for this equipment is approximately $1,000. The surrounding communities <br /> will share this cost. <br /> Attorney Parks stated that he would put together a very simple noise <br /> ordinance that will cover the things that are necessary. Parks will <br /> also look over model noise ordinances. <br /> Mayor Hanson stated that he felt this is the way the City should go. <br /> Aquazyme Mr. Nolm of Aquazyme Midwest appeared before the Council requesting approval <br /> 6daste Dumping of a waste dumping site in Little Canada. The amount of sewage that would <br /> Site be dumped is estimated at 300 gallons per day in the summer and 100 gallons <br /> per day in the winter. Aquazyme has two trucks which each service 25 <br /> toilets per day. Aquazyme serves a seven county area. Mr. Holm is <br /> requesting the location of this site in Ryan Industrial Park. <br /> Mr. Holm stated that Aquazyme is presently dumping on a temporary basis <br /> in Little Canada. Aquazyme was dumping in St. Paul, however was cut off <br /> from this site. <br /> Councilman DeBace reported that the Utility Department presently set <br /> up a system for Aquazyme Midwest to dump waste. DeBace stated that <br /> before the Council take action an a permanent situation, he would like <br /> to study the situation for determining a method of charging for the <br /> dumping and take a look at the chemicals and any effect they might have. <br /> DeBace also stated that there should be a bond involved with this. <br /> Councilwoman Scalze also stated that perhaps the City should look at <br /> what the City of St. Paul is doing in this area. <br /> Page -13- <br /> <br />
