<br /> MINUTES <br /> CITY COUNCIL <br /> duly 30, 1980 <br /> Councilman DeBace informed the Council that there are subsidized houses <br /> under the Section 235 program in the City that people do not even know <br /> are subsidized. DeBace felt that as long as the City allows these homes, <br /> the City is doing its part in regards to low and moderate income housing. <br /> Councilman Fahey suggested that it be stated in the Housing Plan that the <br /> City presently has all the low and moderate income housing it needs and <br /> will review this need some time in the future for possible additional <br /> housing of this type. <br /> The Planner stated that the Housing Plan does not say that the City will <br /> meet a certain requirement by a certain date. <br /> Mayor Flanson stated that with the recent trend in condominium conversion the <br /> number of the City's rental units is decreasing. <br /> The Planner stated that the Housing Plan is geared for staying away from <br /> additional apartment units. The plan is geared to rental quad and townhouse <br /> units. The Planner informed the Council that the Housing Plan states that <br /> the City has a 50-50 mix of single Family housing and apartment housing. <br /> The Planner also stated that the Housing Plan addresses the subject of <br /> rehabilitation of existing housing. <br /> The Mayor suggested that the Council and Planning Commission review the <br /> Housing Plan further and perhaps have another meeting at which time the <br /> content of the Housing Plan will be determined. <br /> Councilman Fahey and Councilwoman Scalze felt that the Plan should be <br /> reviewed at tonight's meeting. Fahey also stated that the use of the 1977 <br /> census figures were more to the City's benefit. <br /> Councilman Fahey stated that the figures on page 10 of the Housing Plan <br /> show that Little Canada is above most other cities in percentage of townhouse, <br /> multi-family units and mobilehomes available. <br /> Councilwoman Scalze stated that page 12 shows that the building permit value <br /> of Little Canada is more than any other city. <br /> Councilwoman Scalze questioned how the Assessment of Flo using Need table on <br /> page 16 of the Plan was determined. The Planner stated that the Metro Council <br /> determined this table by the use of traffic areas. The need was spread out <br /> between the traffic areas. <br /> Councilman Fahey pointed out that on page 15 of the Plan it is stated that <br /> 33% of Little Canada's housing is low and moderate income. Mayor Hanson <br /> stated that based on this statistic perhaps the City should send a letter <br /> to the Metro Council stating that the City has done everything it can do. <br /> Fahey stated this letter could also say that the City will continue to assess <br /> its needs for low and moderate income housing as we have done in the past. <br /> The Planner stated that if this was done the Housing Plan and Comprehensive <br /> Plan would be suspended by the Metro Council and the City will have to start <br /> over again. <br /> Page -3- <br /> <br />
