MINUTES

City Council

July 30, 1980
Mayor Hanson questioned the statement on the bottom of page 5 of the
Housing Plan. Flans on wanted to know who determined that Little Canada
would have to add 140 units of housing per year until 1990. The Planner
stated that the 140 units is based on Metro Council's projections. The
Planner stated that this was housing in general, not only low income
housing. Mr. Nielson stated that the 190 units of low and moderate
income housing mentioned on page 5 are a current need of the City. These
units could be filled up right now.
Councilman Fahey stated that the 33% of low and moderate income housing
that the City presently has should be worked to the City's advantage in
the Flousing Plan.
Fahey suggested that the second sentence in the first paragraph on page 21
be changed. Fahey did not want to make reference to multi-family units.
Fahey suggested that the word "townhouses" be replaced with the phrase
"mid-density housing." and the phrase "while additional multi-family
units are still in demand." be eliminated.
Mrs. Scalze stated that she questioned the use of the phrase "first homes"
in the second paragraph of page 21. Gene Delonais suggested that perhaps just
the "homes" should be used.
Councilman Fahey suggested that the word "Provide" be changed in the third
and fifth point on page 27 to the word "Maintain".
Councilman Fahey suggested that the first paragraph on page 16 should be
changed. The paragraph should read...The Housing Profile suggests that a
substantial proportion of Little Canada's existing population can afford
the existing housing units within the community and that there are a large
number of affordable units in the lower income levels. If the growth projected
to increase in future years is realized, Little Canada should consider
the further development of low and moderate income housing units which
are affordable to new, young families who will be moving into the community...
and the remaining sentences of this paragraph should remain as is.
Mayor Hanson suggested that the word "Remove" on page 30 item 6 should be
changed to "Work to eliminate".
Councilman Fahey suggested that points 1. and 4. on page 30 should be
eliminated completely. Fahey also suggested that points 3. and 4. on page
31 be eliminated also.
Councilwoman Scalze suggested that the word "Shall" be changed to "May"
in point 17. on page 32. Fahey stated that the word "shall" would be
all right because point 17. also refers to the City's housing goals.
Mr. Nielson stated that the next section of the Housing Plan was on a
housing action plan. Mr. Nielson included this section in case the City
would ever wish to establish its own housing authority.
It was suggested that on page 35 the first point under the second paragraph
be changed to read "Consider the enactment of a Housing Maintenance Code."
Page -4-
