<br /> MINUTES <br /> CITY COUNCIL <br /> July 30, 1980 <br /> Councilman Fahey questioned the statement in the second point under the <br /> first paragraph on page 47. Fahey suggested that the word "set" be <br /> changed to "consider". The Planner stated that the Metro Council wants <br /> set goals for low and moderate income housing. Mr. Nielson stated that <br /> on page 49 there are suggested goals. These goals were determined from <br /> what the Metro Council wants and what the Planner felt were realistic. <br /> Metro Council has suggested a total of 280 units for Little Canada. The <br /> Planner has accounted for 279 units in his projections. Councilman <br /> Fahey suggested that the numbers under 2. Section 8 Existing. be increased <br /> by one so that the projections would equal Metro Counci-'l~s projections. <br /> Fahey also stated that on page 50 the figure 103 should be increased to <br /> 104 in line with the above suggestion. <br /> The Planner stated that the next step will be Council's review of the <br /> Capital Improvements Program of the Comprehensive Plan. The Planner <br /> passed out copies of this program to those present. The Council will <br /> review this program and a meeting will be set up at a later date <br /> to make any changes necessary. <br /> Senior Councilman Fahey stated that Mr. Schrier called him regarding the development <br /> Citizens of his property on County Road C. Mr. Schrier indicated that he met with <br /> Housing the Planner regarding this subject, and that he would be working on a plan <br /> for the development of the property himself and would be submitting it to <br /> 'the Council. <br /> The Planner informed the Council that he met with Mr. Schrier with four <br /> suggestions for the possible development of the property. The Planner <br /> informed the Council that Mr. Schrier wants to maintain a density of <br /> 155 units on the property. Schrier believes he is allowed this density <br /> under the present zoning. The Planner stated that he did not agree with <br /> this and felt that 137 units would be the most that should be put in the <br /> property. The Planner also stated that any development Mr. Schrier does <br /> on the property requires that he give the City an easement over the lake. <br /> The Planner further informed the Council that sketch D was the most <br /> realistic to Mr. Schrier. However, Schrier is still interested in keeping <br /> the density at 155 units. <br /> The Planner stated that when the property was zoned to R-3 the Council did <br /> not rezoneihe property as to the number of units. The Council has the <br /> right to restrict the number of units for good reason. The Planner pointed <br /> out the poor access of the property as reason enough for such a restriction. <br /> The Planner also stated that the Schrier property is under the authority of <br /> the new Zoning Ordinance and this ordinance does not allow him to count the <br /> lake when determining the density he is allowed. <br /> Schrier is coming up with the 155 units from his old proposal for the <br /> property of 127 apartment units and 28 single family units. The Planner <br /> stated that 'the maximum allowed under the City's new ordinance is 137 units. <br /> The Planner felt a through street should be included in the plan and this <br /> would lower the 137 units. <br /> Page -5- <br /> <br />
