<br /> MINUTES <br /> CITY COUNCIL <br /> July 30, 1980 <br /> The Planner briefly went through the four proposals he came up with <br /> for the Schrier property. <br /> Plan Fl would include 22 single family units, 4 two-family units, 50 <br /> elderly units, and a possible 32 units for townhouses or quads. <br /> Plan B provides for a 100 foot buffer along Iona Lane. Schrier has <br /> stated that he cannot live with this. <br /> Plan C provides for the 100 foot buffer, 54 townhouse units and 50 elderly <br /> housing units. The townhouses are amply spaced under this proposal and <br /> the planner pointed out that under the ordinance 85 townhouse units <br /> could be allowed. <br /> Plan D provides for 10 units of 2-family housing, 2II quads, 50 elderly <br /> and 19 to 20 single family. The only problem with this proposal is the <br /> different types of land uses facing one another. <br /> The Planner felt that Plan D is a realistic plan and is close to what the <br /> ordinance allows in so far as density. <br /> The Planner reported to the Council that Mr. Schrier has submitted three <br /> plans of his own for the development of the property. <br /> The first plan Schrier submitted did not address the access problem of the <br /> property. The Planner also pointed out that Schrier is suggesting <br /> apartments in this plan. There are also a large number of units on a <br /> long cut-de-sac. <br /> The second plan of Mr. Schrier's also called for some apartments. Mrs. <br /> Scalze pointed out that this plan calls for some of the elderly housing <br /> to be located on R-1 property. The Planner stated that again the access <br /> problem was not addressed and Schrier is suggesting 155 units. <br /> Mr. Fahey stated that he would not be willing to give Mr. Schrier approval <br /> for 155 units in order to get the senior citizen housing development. <br /> The Planner pointed out that Schrier's third plan is the same as Plan 2. <br /> The only difference is that the location of the apartments and the elderly <br /> housing is switched. <br /> The Planner stated that there is a possibility that Mr. Schrier would be <br /> acquiring the Frattalone property. If this happens, the whole area should <br /> be a PUD. The Planner suggested that then the higher density could be <br /> spread through the whole site. and a circulation system could be worked <br /> out. <br /> The Planner was concerned with the amount of time he was spending on this <br /> proposal. The Planner suggested that if this was made an element of the <br /> City's Housing Plan, the Planner's fees would be refundable to the City <br /> through some grant money. <br /> Page -5- <br /> <br />
