MINUTES
City Council
August 13, 1980
Councilman DeBace stated that this possibility will have to be looked at.
Mr. bob Burrows stated that St. Jude's will have access onto Viking Drive.
As construction progresses, St. Jude's will also have access onto
County Road B-2.
Mr. Paul Borg asked why the proposed rezoning of the property in question
would not be spot zoning. The City Planner informed Mr. Borg that this
would not be spot zoning as there are 33 acres of property involved.
Mr. Mooirbroek stated that the PUD zoning would offer more protection to
the City as the City would control everything that is done to the
property.
Mayor Hanson commented that St. Jude's has met with the Oakmont
Condominium owners to explain what they are proposing. Of the 75
property owners about 40 to 45 were present at the meeting.
The Planner stated that he has not prepared a written report on the
St. Jude's proposal, but that he feels the proposal is acceptable from
a land use standpoint. There are some things that will have to be
worked out, however. Under the PUD zoning there are three stages that
the project will have to go through. They are the concept stage, the
development stage and the final plan.
The Planner stated that the Council has adequate information available
for concept approval. Under concept approval no building permit is
issued. Some of the issues that will have to be addressed later are
drainage, utilities, grading and a second road access.
The Planner stated that he recommends concept approval and limited
development approval in the form of grading permits as approved by
the Engineer.
The Engineer stated that he has not seen the grading plans. Mr. Burrows
stated that he has delivered these to the City Center, so that the
Engineer may review them.
Mr. Nadeau introduced the following resolution and moved its adoption:
RESOLUTION N0. 80-8-288 - CLOSING THE PUBLIC HEARING
ON THE PROPOSED REZONING OF TRACT C OF REGISTERED
LAND SURVEY N0. 300 FROM R-1 to PUD AS REQUESTED BY
ST. JUDE'S MEDICAL
THE foregoing resolution was duly seconded by Mr. Fahey.
ayes (5) Nadeau, Fahey, Scalze, DeBace, Hanson.
Nayes (0).
Resolution declared adopted.
This resolution appears in Resolution Book No. 6, Page 184.
The City Planner suggested that the Building Inspector be asked if
the fast track construction St. Jude's is proposing is acceptable to
him.
Page -5-
