<br /> MINUTES <br /> CITY COUNCIL <br /> September 8, 1980 <br /> Mayor Hanson stated that he felt the City should charge a water connection <br /> charge to the person owning Lot 2, Block 2 of Schletty Woods Addition, <br /> but not assess him for the improvement. Once water goes in on Schletty <br /> Drive, then these property owners should be assessed for water improvement. <br /> Hanson also stated that no one else should be allowed to hook up to water <br /> on Little Canada Road from Schletty's Woods. <br /> Councilman Fahey stated that he agreed with this. <br /> The City Clerk reported that Lot 2, Block 2 installed his own water box <br /> and therefore, the City should not make a water connection charge. The <br /> Clerk also stated that Lot 1 and Lot 2, Block 1 are on Little Canada <br /> Road and should pay the assessment. <br /> Mr. Germain commented that he felt it wasn't fair that his neighbor has <br /> City water and he would not be allowed to hook up to it if he wished. <br /> The Mayor commented that this was just a mistake that was make in allowing <br /> that party to hook up to water. Mayor Hanson also stated that the City <br /> has no provision for making restitution to Mr. Germain for the installation <br /> of his well. <br /> A resident of Schletty Woods asked the Council's procedure for installing <br /> water. Councilman Fahey reported that the residents of an area wishing <br /> water would have to submit a petition signed by 35% of the property owners <br /> that would be affected. If the Council would act to approve the request <br /> it would take a three-fifth's vote of the Council for approval. The <br /> Council could initiate the action for installation of water. Flowever, <br /> if Council initiated the action it would take a four-fifth's vote of <br /> the Council for approval. <br /> Ms. Reiter asked the the City had any plans for the installation of watermain <br /> on Schletty Drive. The Mayor stated that the City had no plans at this <br /> time, and it is the policy of the City not to force water on anyone who <br /> does not wish it. <br /> Mr. Germain again expressed his concern that his neighbor was allowed to <br /> hook up to City water on Little Canada Road. Councilman Fahey stated that <br /> the neighbor received the benefit of a mistake, and he was not prepared <br /> to extend that mistake. <br /> Mr. Hanson introduced the following resolution and moved its adoption: <br /> RESOLUTION N0. 80-9-327 - DELETING TfIE ASSESSMENTS ON LOTS 1, <br /> 2,3,4,5, AND 6, BLOCK 2 OF SCHLETTY WOODS ADDITIOPI AND FURTHER <br /> DECLARING THAT THE CITY WILL NOT ALLOW ADDITIONAL CITY WATER <br /> HOOK-UPS ON ANY OF THESE LOTS FROM LITTLE CANADA ROAD <br /> The foregoing resolution was duly seconded by Mr. Nadeau. <br /> ayes (5) Elanson, Nadeau, Scalze, DeBace, Fahey. <br /> Hayes (0 <br /> Resolution declared adopted. <br /> This resolution appears in Resolution Book No. 6, Page 212. <br /> Page -5- <br /> <br />
