MINUTES City Council September 24, 1980 The City Clerk reported that the Auditor and the League of Minnesota Cities have recommended that the City include revenue sharing monies in its budget. The Clerk also reported that he has estimated an 8% decrease in these funds. The City Clerk is estimating City revenues of $343,373.00 for 1981. Under the Mayor/Council portion of the proposed budget the Clerk has estimated $29,100.00 will be required for 1981. The Council felt that $5,000 could be cut from the Engineer (Other) section of this division of the budget, thus decreasing it to $24,100.00. The Council approved the Municipal Court portion of the budget which the Clerk estimated at $17,400.00. The Council dicl have some discussion on the fees that the City Attorney was proposing to charge the City in 1981. Councilman Fahey suggested that perhaps the Council should cut the retainer that the Attorney is proposing. The City Clerk stated that the Attorney has only charged the City $100 per Council meeting even though the meetings usually run past 11 P.M. and the Attorney should be receiving an additional $25 per hour after that time. The Clerk stated that he is proposing a budget of $3,312.00 for F..lections in the 1981 budget. The Clerk stated that there is no election scheduled for 7981 at this time, but in the past it has happened that an election was held in an off-election year. The City will have to pay $1,062.00 for voting machines in 1981. The Clerk has estimated $32,089.24 for the administration portion of the 1981 budget. The Council felt that $1,207.00 could be cut from the Consulting section of the budget. Also the Council cut $1,000 from the Capitol Outlay section. Thus, the Administration section of the budget was decreased to $29,882.24. The Clerk estimated the Treasurer portion of the budget at $1,900.00. This was a decrease of $20.00 over the 1980 budget. Council approved this. Council further approved $6,430.00 as the Planning & Planning Commission portion of the 1981 budget. The City Center portion of the 1981 budget was estimated at $8,546.00. Council approved this. This is an increase of $546.00 over the 1980 budget. Council did have some discussion on further insulating the City Center to decrease heating costs. It was determined that the City Center has 10 inches of insulation in the ceiling and that that would be adequate. The Parks & Parks Commission section of the budget is estimated at $31,300.00. This is a decrease of $9,350.00 over the 1980 budget. Page -2-
