<br /> MINUTES <br /> City Council <br /> September 24, 1980 <br /> The City Clerk reported that the Auditor and the League of Minnesota Cities <br /> have recommended that the City include revenue sharing monies in its <br /> budget. The Clerk also reported that he has estimated an 8% decrease <br /> in these funds. <br /> The City Clerk is estimating City revenues of $343,373.00 for 1981. <br /> Under the Mayor/Council portion of the proposed budget the Clerk has <br /> estimated $29,100.00 will be required for 1981. The Council felt that <br /> $5,000 could be cut from the Engineer (Other) section of this <br /> division of the budget, thus decreasing it to $24,100.00. <br /> The Council approved the Municipal Court portion of the budget which <br /> the Clerk estimated at $17,400.00. The Council dicl have some discussion <br /> on the fees that the City Attorney was proposing to charge the City <br /> in 1981. <br /> Councilman Fahey suggested that perhaps the Council should cut the retainer <br /> that the Attorney is proposing. The City Clerk stated that the Attorney <br /> has only charged the City $100 per Council meeting even though the meetings <br /> usually run past 11 P.M. and the Attorney should be receiving an additional <br /> $25 per hour after that time. <br /> The Clerk stated that he is proposing a budget of $3,312.00 for F..lections <br /> in the 1981 budget. The Clerk stated that there is no election scheduled <br /> for 7981 at this time, but in the past it has happened that an election <br /> was held in an off-election year. The City will have to pay $1,062.00 <br /> for voting machines in 1981. <br /> The Clerk has estimated $32,089.24 for the administration portion of the <br /> 1981 budget. The Council felt that $1,207.00 could be cut from the Consulting <br /> section of the budget. Also the Council cut $1,000 from the Capitol <br /> Outlay section. Thus, the Administration section of the budget was <br /> decreased to $29,882.24. <br /> The Clerk estimated the Treasurer portion of the budget at $1,900.00. <br /> This was a decrease of $20.00 over the 1980 budget. Council approved this. <br /> Council further approved $6,430.00 as the Planning & Planning Commission <br /> portion of the 1981 budget. <br /> The City Center portion of the 1981 budget was estimated at $8,546.00. <br /> Council approved this. This is an increase of $546.00 over the 1980 <br /> budget. Council did have some discussion on further insulating the <br /> City Center to decrease heating costs. It was determined that the <br /> City Center has 10 inches of insulation in the ceiling and that that <br /> would be adequate. <br /> The Parks & Parks Commission section of the budget is estimated at <br /> $31,300.00. This is a decrease of $9,350.00 over the 1980 budget. <br /> Page -2- <br /> <br />
