MINUTES
City Council
November 5, 1980
The foregoing resolution was duly seconded by Mr. Nadeau.
Ayes (5) Fahey, Nadeau, Scalze, Hanson, DeBace.
Hayes (0).
Resolution declared adopted.
This resolution appears in Resolution Book No. 6, Pages 265 and 266.
Awarding The City has received two bids for construction of a warming house in the
Warming vicinity of the fire Barns. These bids are as follows: Clyde Hoffman -
House $20,559.00 and Roman Theis - $24,728.13.
Bid
Mayor Hanson reported that he and Councilpersons DeBace and Scalze have
discussed the Hoffman bid with Mr. Hoffman. In the Hoffman bid Mr. Hoffman
is proposing that the roof structure be built of 8 inch precast concrete
panels and a 20-year built up pitch and gravel roof with 3 1/2 inch stryafoam
insulation. Mr. Hoffman is also recommending interlocking tiles rather than
glued down rubber mats.
Councilman Fahey stated that there was some question about awarding the bid
for the construction of the warming house other than as it was advertised.
Fahey also stated that Mr. Hoffman is proposing to build the City a better
building at a lower price.
Councilman DeBace stated that he would prefer the metal roof as it would
never leak. DeBace stated that if Council accepted the roof Mr. Hoffman
is proposing the Council would be changing the bid, that the other bidder
never had an opportunity to bid these changes. DeBace also stated that
an Engineer should look at the structure Mr. Hoffman is proposing to
determine if a different type of wall would be needed to support this
roof.
Councilman Fahey stated that he was concerned with the metal roof becoming
dented. Councilman DeBace stated that a heavier metal could be used to
prevent this.
The Attorney stated that as long as there wasn't a major change in the
bid, the City would have no leg a7 problems. Attorney Parks stated that
cost is the determining factor for the size of the change.
Councilman DeBace stated that Mr. Hoffman is in the concrete business
and would probably just prefer putting in a concrete roof and in that way
he wouldn't have to sub-contract the metal roof to another contractor.
Councilman DeBace suggested that the City go with the metal roof, but
put in a heavier metal for the ceiling inside the building. DeBace also
suggested that the type of doors on the building and the windows might
be changed. Mr. Hoffman is proposing aluminum windows rather than steel.
DeBace stated that aluminum windows are better.
Mr. Jim Morelan stated that either roof was O. K. with him, but that the
metal roof would be better from an appearance standpoint.
Mayor Hanson asked if the Water Department has approved the construction
of this building on their property.
Page -2-
