<br /> MINUTES <br /> City Council <br /> November 12, 1980 <br /> Mayor Hanson informed the audience that it has been determined that no <br /> additional right-of-way will be needed for the improvement. Hanson also <br /> stated that he spoke with Mr. Walseen of the County and the County has <br /> informed Mayor Hanson that they wi11 participate in the street restoration <br /> costs of the improvement if a 36 foot blacktop is installed, and if <br /> parking is banned on one side of the street. County Road B-2 is presently <br /> a 24 foot blacktop. Mayor Hanson further informed the audience that the <br /> County would have to participate in the storm sewer portion of the <br /> improvement. This would be determined by the amount of run-off the <br /> County contributes to the area. The State Highway Department and possibly <br /> the City of Maplewood would also have to participate in the cost of the <br /> storm sewer. <br /> Councilman Fahey stated that he was concerned with the storm sewer portion <br /> of the improvement. Fahey was not in favor of putting in the storm sewer <br /> for the benefit of only the homeowners in the low area of County Road B-2 <br /> unless ~e City had some arrangement to get everyone who is contributing <br /> to the run-off to participate in the cost. <br /> Councilman Madeau stated that the real problem is with Lake Phalen, and <br /> this problem should be resolved. <br /> The Engineer stated that the purpose of the storm sewer is to get rid of <br /> the ditches in the area that keep filling up with dirt. This storm sewer <br /> will never prevent a flood in the area as there was a couple of years ago. <br /> The Engineer stated that the County would pay their share of the storm <br /> sewer. Mr. Carley informed the Council that there are approximately 45 <br /> acres of area involved. The County has 4 of these acres, the State has <br /> about 10 acres. These parties would contribute their share of the cost <br /> based on the size of their area and the type of surface. <br /> Mr. Carley also informed the Council that Metro Sewer has decided they will be <br /> routing a large intercepter line through this area. Carley felt they could <br /> get started on this in about 2 years as there will be no government money <br /> involved. Mr. Carley stated that if this line goes in, it would be more <br /> feasible to do all the improvements at this time. <br /> Mr. Carley stated that the City usually assesses 80% of the cost of an <br /> improvement to the property owners, with the remaining 20% going on general <br /> taxes. In the past the City has always put storm sewer projects on the <br /> general tax rolls. Carley stated that he has estimated the cost of the <br /> watermain and street restoration to be $21.46 per front foot. However, <br /> if the City gets involvement from the County and State, the road replacement <br /> cost wilt go down. <br /> Mrs. Nardini asked if the project was held up until the Metro Sewer line <br /> went in would the street restoration costs be the responsibility of Metro <br /> Sewer. The Engineer replied that it would be for the portion of street <br /> that Metro Sewer tears up. <br /> Mayor Hanson informed the audience that County Road B-2 could be declared <br /> a municiple State-aid road by the City. The City Clerk stated that state-aid <br /> monies could be used ~r curb, gutter and storm sewer costs. <br /> Page -2- <br /> <br />
