<br /> MINUTES <br /> City Council <br /> November 12, 1980 <br /> Mrs. Mugs Nardini of 675 County Road B-2 appeared before the Council. <br /> Mrs. Nardini stated that she and the Soldow's want the storm sewer <br /> because everytime it rains they have holding ponds in their front yards. <br /> Mrs. Nardini also stated that any senior citizens in the area could get <br /> their assessments for the improvements deferred until the time that <br /> their house was sold. Mrs. Nardini also stated that there is still <br /> about 1,000 feet of frontage to be developed on County Road B-2. When <br /> this is developed, the developers will want watermain, and it will <br /> cost more to put it in at a later date. The cost of watermain has <br /> risen 40% in justiwo years. Mrs. Nardini also pointed out that the <br /> people will probably not be assessed for the storm sewer improvement. <br /> Mrs. Nardini stated that pretty close to 1/2 of the property owners in <br /> the area are for the improvements. <br /> Mayor Hanson explained to the audience that senior citizens or physically <br /> handicapped people can have their assessments deferred under State law. <br /> The improvements could be put in at today's rates, and the assessments <br /> would not be levied. The assessments would be levied when ownership of <br /> the property is transferred. Mr. Hanson also stated that by having <br /> these improvements it would enhance the chances of getting financing <br /> at a time the property might be sold. Mr. Hanson also stated that the <br /> people on Greenbrier Circle want water. <br /> The City Clerk informed the audience that interest accrues on deferred <br /> assessments, but it is not compounded. <br /> Mr. Hossack and Mr. Urbanski, both of Greenbrier Circle, stated that <br /> they would like to see the watermain improvement go in. <br /> Clare Ducharme stated that she was opposed to the improvements. Mrs. George <br /> Anderson stated that she was opposed to the improvements. <br /> Councilman Fahey stated that according to his calculations he comes up <br /> with 7 people for water, 9 people against watermain and storm sewer, and <br /> 4 people against the storm sewer, but not really opposed to the watermain. <br /> Councilman DeBace suggested that the City could wait until Metro Sewer <br /> puts in the sewer line and then include these improvements. <br /> Mrs. Nardini asked if the cost of the watermain improvement would still be <br /> $21 per front foot if the City waited 7 years until Metro Sewer put <br /> their line in. Mrs. Nardini also stated that the City has already <br /> agreed to clean from County Road B-2 into the Hammond pond. <br /> The Engineer stated that it will cost about $4,000 to clean the pond. <br /> Mr. Carley stated that he just received the easements to do this work. <br /> Councilman Nadeau suggested that these improvements be put in when Metro <br /> Sewer goes in this area. Nadeau stated that the Engineer can keep tabs <br /> on Metro Sewer and try to coincide the City's efforts with theirs. <br /> Nir.
