<br /> MINUTES <br /> City Council <br /> November 19, 1980 <br /> Councilman Fahey stated that the Mayor has highlighted the three areas of <br /> concern. Fahey also asked for some enlightenment on just what the Sheriff's <br /> Department will do for the City in the 1981 contract. <br /> Commander Falvey of the Ramsey County Sheriff's Department stated that the <br /> Department is under no orders to patrol County roads to the exclusion of <br /> City streets. Falvey stated that he does not know the reason why some <br /> people see patrol cars and others never do. Falvey did say that the <br /> Sheriff's Department does assign certain trouble spots for more patrolling. <br /> If there is an area where there is little trouble, the Department will not <br /> patrol that area often. It is of more benefit to the community to have <br /> patrols where the trouble is. <br /> Falvey informed the Council that 24 hours a day, seven days per week there <br /> is one patrol car patrolling between the City of Little Canada and the City <br /> of Vadnais Heights. from 3 P.M, to 11 P.M. there is an additional car <br /> patrolling these cities including Shoreview. <br /> Mayor Hanson asked Captain Falvey if the Sheriff`s Department patrols <br /> liquor establishment parking lots. <br /> Captain Falvey stated that if the parking lot is empty, the patrol car <br /> will not go in. However, if there is a noted problem with a parking lot, <br /> the officers are told to patrol that lot. <br /> Falvey stated that it is difficult to be successful with these parking lots. <br /> If a patrol car drives through and the people in the parking lot are behaving <br /> themselves, there is little that the officer can do. It is difficult for <br /> the officer to order people out of the parking lot unless they are being <br /> disorderly. <br /> Councilman Fahey asked Captain Falvey which streets were being singled <br /> out for more frequent patrolling. <br /> Captain Falvey stated that this changes with the season. When school <br /> starts there is more frequent patrolling around the highschools. Falvey <br /> stated that this is taken on an individual basis according to the complaints <br /> the Sheriff's Department receives. Trouble spots are announced at roll <br /> call for a number of days so that all officers will receive the information. <br /> The City Clerk reported that the City receives a complaint from a person <br /> who called the Sheriff's Department for medical assistance. The Sheriff's <br /> Department referred the situation to the paramedics and they in turn took <br /> the man to the hospital. This person has now received a bill for $253. <br /> The City Clerk asked under what circumstances the Sheriff`s Department <br /> called the paramedics. <br /> Captail Falvey stated that restrictions are being put on the types of <br /> ambulance services that can move certain types of people. There are <br /> two types of ambulance services - Advance Life Support and Basic Life <br /> Support. The Sheriff's Department provides basic life support services. <br /> Page -5- <br /> <br />
