<br /> MINUTES <br /> City Council <br /> November 19, 1980 <br /> The Sheriff's Department utilizes an ambulence service based out of <br /> Unity Hospital for advanced life support. <br /> Captain Falvey reported that the Sheriff's Department has set up the <br /> following criteria under which the Unity ambulence service will be called: <br /> 1. industrial accident, 2. a vehicle accident which has resulted in <br /> serious injuries, 3. heart attacks or unconsciousness, 4. severed limbs. <br /> Captain Falvey reported that a member of the Sheriff's Department is <br /> dispatched to all calls, and if the deputy determines that advanced <br /> life support is not necessary, he will cancel the ambulence. The deputy <br /> arriving on the scene has the right to make a decision on whether or <br /> not an ambulence needs to be used. <br /> Captain Falvey further informed the Council that State laws are changing <br /> and various requirements will be forced upon the Sheriff's Department <br /> with regard to transporting medical emergencies. <br /> Captain Falvey also informed the Council that should a deputy decide it <br /> was not prudent to wait for the ambulence to arrive, the Sheriff's <br /> Department will transport the person involved. <br /> Dennis Forsberg asked where the Unity ambulence service that takes care <br /> of the Little Canada area is based. Captain Falvey replied that it was <br /> based on McMenemy south of Highway #94. <br /> Captain Falvey also stated that one of the reasons the Sheriff's Department <br /> began using Unity is that doctors were saying that the Sheriff's Department <br /> was not providing services that are adequate. The Sheriff's Department <br /> lacks the necessary equipment, vehicles, and properly trained personnel. <br /> Falvey stated that it would be very costly for the Sheriff's Department <br /> to provide advanced life support services. <br /> Dennis Forsberg brought up the subject of the charges Unity makes for <br /> their services. Mayor Hanson suggested that perhaps something could be <br /> put in the paper to make people aware of who provides advanced life <br /> support and that there is a charge. Mayor Hanson asked Captain Falvey <br /> if he would provide the City with some statements on this subject that <br /> could be published in the paper. <br /> Captain Falvey also pointed out that the costs of advanced life support <br /> is usually covered under health insurance policies. <br /> Councilwoman Scalze suggested that perhaps the City could contract with <br /> the City of Maplewood for advanced life support and this could possibly <br /> reduce any time wait since Maplewood is so close to Little Canada. <br /> The City Clerk reported that Unity has a sub-station in the City of Vadnais <br /> Fleights. <br /> Councilman Fahey stated that he assumes the Sheriff's Department only ca17s <br /> Unity in severe cases, and the normal transports are still performed by the <br /> Sheriff's Department. Captain Falvey stated that the ambulence is called <br /> if the call meets certain requirements, and when the deputy arrives on the <br /> scene, he can make the decision to cancel the call if he thinks the ambulence <br /> is not necessary. <br /> Page -6- <br /> <br />
