P~INUTES
CITY COUNCIL
November 19, 1980
Comprehensive The City Planner, Brad Nielson, submitted to the Council amendments to
Plan the Housing Plan which the City made previously at a meeting set up to
review this Plan. Councilman Fahey stated that the amendments had to do
with changes in the low income housing requirements.
Mr. Nielson stated that the Housing Plan is now complete and needs to be
adopted by the City Council.
The next step is to review the Capital Improvements Plan. Mr. Nielson
stated that the Council has had this P1 an since July and should be prepared
to review it tonight. Mr. Nielson stated that the only correction he has
noted is on page 3 of the Plan. Page 3 indicated that the City's water
system is inadequate, and this should be changed as the City's water
system is now complete. Mr. Nielson stated that he will delete this and
send the Councilmembers a new map.
Mr. Nielson also stated that the Comprehensive Plan must be submitted to
Metro Council by November 31.
Mr. Nielson stated that the Capital Improvement Plan is just a means of
projecting over a five-year period where City monies could be spent.
Nielson suggested that this plan be reviewed each year and updated.
Mr. Nielson also reported that the Parks Commission has submitted a Parks
Plan which should be part of the Comprehensive Plan. Nielson stated that
the report is only advisory. It is just a recommendation of how to establish
the Park P1 an.
Mayor Hanson asked if once these plans are submitted to the Metro Council,
does the City have the right to amend the plans.
Mr. Nielson replied that 'the City has this right. Nielson also informed
the Council that Metro Council is trying to determine what types of
amendments would necessitate their review. Nielson stated that they
would probably not be interested in an amendment to the Capital Improvements
Program.
Mrs. Sca1ze introduced the following resolution and moved its adoption:
RESOLUTION N0. 80-11-453 - APPROVING REPORT N0. 6 OF THE
C MPREHENSIVE PLAN, THE CAPITAL IMPROVEMENTS PLAN
The foregoing resolution was duly seconded by Mr. Manson.
Pyes (3) Scalze, Hanson, Fahey.
Nayes (0
Resolution declared adopted.
This resolution appears in Resolution Book No. 6, Page 292.
Page -9-
