MINUTES <br />City Council <br />February 11, 1981 <br />will be charging $6,000 per cable TV bid to cover these costs. This <br />~6,000 will not be refundable to the bidder, The bidder who is accepted <br />will then pay all attorneys and consultant and administrative fees. <br />Once a bidder is selected who the committee, the consultants and attorney <br />feel is most logical, the committee will make a recommendation to the <br />City Council that this bid be put in the form of an ordinance, The <br />committee has also advised bidders that they are only to contaci: the <br />City Clerk, P1ayor or the cable TV commissioner of a City. Bidders should <br />not be contacting individual Council persons. <br />Some of the things the committee will be requiring of bidders are: <br />35 channels, two-way capab~lity, interpretation of burglar and medic <br />alarms, video originating capability for the City, video and audio <br />override, narrow-casting programs produced in the City, 5 access channels <br />for government utilization, a regional emergency channel. Universal <br />service is also being required for those people who do not want to pay <br />a monthly charge and, thus, could have 12 channels of cable TV for just <br />the cost of the installation and service. There will also be uniform <br />rates within the ten communities. There witl be a basic hook-up <br />charge for the first 200 feet. The 200 feet is measured from the street <br />or the telephone line and Mr. Tarnowski did not feel anyone in Little <br />Canada would be 200 feet from either of these sources. <br />Mr. Tarnowski stated that the desires of the cable TV committee will <br />be anything over and above what the committee is requesting of the bidders. <br />Tarnowski felt that the bidders will probably come back with more than <br />the 35 channels required, they will probably be in the neighborhood of <br />50 channels. <br />Mr. Tarnowski stated that he has several questions which he would like <br />answered by the City Council. One of these involved the use of overhead <br />lines or underground lines for transmission. Underground lines are of <br />much greater cost than the overhead. Cable TV c~n utilize the towers <br />or poles presentiy used by Northwestern Bell or NSP. <br />Council had some discussion on this and fe1t that Northwestern Bell and <br />NSP shoultl be contacted to see what their long-range plans are fior their <br />overhead lines. <br />Mr. Tarnowski stated that he would submit his questions to the Council <br />in writing so that they can prepare answers for him. <br />Mr. Tarnowski also stated that the City can charge the cable TV provider <br />a fee of either 3% or 5% of the gross income of the company. The 9 <br />other cities seem to be leaning towards the 5% fee. The 5% could be <br />split with 1% coming as income to the City, 2% for access channels and <br />2% for administering the franchise. <br />Mayor Hanson stated that should the City receive 1% he would like to see <br />it go for park acquisition. <br />Mr. Tarnowski also stated that the City should consider who their representative <br />will be on the franchise administration board. <br />Page -7- <br />
