MINUTES <br />City Council <br />April 8, 1981 <br />Mrs. Scalze stated tha~ she would like to see Mr. frattalone dedicate <br />his half of the easement for Spruce Street to the City. Mr. Frattalone <br />agreed that he would do this. <br />Mrs. Nardini stated that the City should try to get all the easements <br />for Spruce Street now. <br />Mr. Fahey stated that Resolution No. 81-3-113 should be rescinded <br />as it grants Mr. Frattalone site plan approval subject to the <br />improvement of Spruce Street. <br />Mr. Forsberg expressed concern for fire protection of the property with <br />the present condition of the road. Mr. Frattalone stated that the road was in <br />good condition, and any type of vehicle could drive on the road. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 81-4-162 - RESCINDING RESOLUTION N0. <br />87-3-113 - <br />The foregoing resolution was duly seconded by Mrs. Nardini. <br />~yes (5) Fahey, Nardini, Scalze, Hanson, Forsberg. <br />Nayes (0~. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Pages 107 and 108. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 81-4-763 - GRANTING SITE PLAN APPROVAL TO <br />MR. FRANK FRATTALONE CODITINGENT UPON FITS MEETINC, TNE <br />FOLLOWING REQUIREMENTS: 1. TFIFlT MR. FRATTALONE COMPLY WITFI <br />RECOMMENDFlTIONS 1 TNROUGH 7 CONTFlINED IN THE PLANNER'S REPORT <br />DFlTED MARCH 2, 1981; 2, THAT MR. FRATTALONE GRANT TO THE <br />CITY A 30 FOOT EASEMENT ON HIS PROPERTY FOR THE PURPOSE OF <br />CONTINUING SPRUCE STREET THROUGH TO SOUTH OWASSO> 3. AND <br />THAT MR, FRATTALONE BE ISSUED A BUILDING PERMIT ONLY AFTER <br />FILING AN APPROVED BOND FOR LFlNDSCAPING AS REQUIRED BY TNE <br />COUNCIL AT THAT TIME <br />The foreyoing resolution was duly seconded by Mrs. Scalze. <br />/{yes (5) Fahey, Scalze, Hanson, Forsberg, Nardini, <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Page 108. <br />There was no one present wishing to speak at the public hearing <br />regarding the conditional use permit requested by Mr. Frattalone <br />for outside storage and underground fuel tanks. <br />Mrs. Sca7ze introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 81-4-764 - CLOSING THE PUBLIC HEARING ON THE <br />CONDITIONAL USE PERMIT REQUESTED BY MR.
