MINUTES <br />City Council <br />Apri7 8, 1981 <br />Mayor Hanson state~ that he acknowledged receipt of these petitions. <br />The City Flttorney stated that the minutes should reflect the receipt <br />of this petition. However, the Flttorney felt the petition was not <br />in order in view of the rezoning of the property from R-3 to R-2 PUD <br />and the concept approval granted Mr. Hughes. Mr. Parks stated that <br />these are concerns that were expressed at the time of the public <br />hearing. <br />Mrs. Nardini informed the audience that the Counci1 felt the rezoning <br />to R-2 PUD was the lesser of two evils. linder the R-3 zoning that was <br />on the property a 39 unit apartment bui7ding cou7d have been built. <br />Mr. Forsberg stated that the proposal is only for 16 units rather than <br />the 39 units the neighborhood could have gotten. Forsberg <br />also stated that the R-2 PUD zoning would serve as a buffer between the <br />R-1 property and the railroad tracks. <br />A member of the audience stated that it is the people that will be <br />living in the area that the neighbors are concerned with, <br />Mayor Hanson stated that he knows of several private homeowners who <br />do not keep up their property. Mayor Hanson also stated that the <br />public hearing on this matter was conducted fairly. <br />A member of the audience stated that there were two meetings held on <br />this subject, and there were people who could not attend both meetings. <br />Mrs. Nardini informed the audience that if everyone in the neighborhood <br />had opposed the rezoning to R-2 PUD, the Council would sti17 not have <br />had an alternative but to rezone to R-2 PUD. Nardini stated that the <br />City did not feel it could afford to pay the damages on this piece of <br />property that would have resulted in rezoning it to R-1. <br />Minnesota Mr. Bruce Hubbard of Minnesota Mini Storage appeared before the Council <br />Mini requesting approval of the concept plan for the m5ni storage development <br />Storage he is proposing. Mr. Hubbard stated that he has had several meetings <br />with the State of Minnesota Department of Transportation and the <br />result of these meetings is that Mr. Hubbard will be dedicating <br />approximately 2.2 acres of property as ponding area. <br />Mr, Hubbard stated that the State will be screening the ponding area. <br />Minnesota Mini Storage will be giving the City easements to get to <br />their lift station. <br />Mr. Hubbard also stated that he will be installing an underground <br />storm sewer system to handle the drainage problems of the private <br />homes in the area. <br />The City Planner stated that the Council should grant concept and <br />development stage approval contingent upon the grading and drainage <br />plan approval of the City Engineer and the legal aspects being worked <br />out 6y the City Attorney. <br />Page -17- <br />
