MINUTES <br />City Council <br />May 13, 1981 <br />Sealcoating Mr. Forsberg reported that there has been a tie in the sealcoating b9ds <br />Bids recently received by the City. Therefore, it w911 be necessary to <br />readvertise for bids. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 81-5-227 - REJECTING FlLL 6IDS fOR THE <br />SEFlLCO TING OF CITY S7REETS <br />The foregoing resolution was duly seconded by Mr. Hanson. <br />Ayes (5) Scalze, hlanson, Forsberg, Fahey, Nardini. <br />Nayes (0). <br />Resolution declared adopted. <br />1Piis resolut~ion anpears in Resolution Book No. 7, Page 172. <br />Mrs. Nardini introduced the fol1owing reso7ution ancl move~ its adoption: <br />RESOLU7ION N0. 81-5-22II - CALLING FOR THE REFlDVERTISEMEN7 <br />FOR BIDS FOR THE SE LCOATTN~ OF CERTAIN CITY STREETS <br />DURING 1981 <br />The foregoing resolution was duly seconded by Mrs. Sca7ze. <br />l~yes (5) Nardini, Scalze, Fahey, Forsberg, Hanson. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 7, Page 172. <br />Glasrud Mr. hlolland of Glasrud Associates, appeared before the Counci7, Mr, <br />Delinquent Holland expressed concern that the pena7ty charge the Ci~y makes on <br />Utilities overtlue sewer and u~ater statements is excessive, Mr. Holland stated <br />Statement that the City's penalty is somewhere in the area of 120% per year. <br />Mr. Nolland felt that a more just and fair penalty would be 18% per <br />year as the State of Minnesota provides. <br />Mr. Ho11and a1so commented that the City's utility bi17s are 30 day <br />notices and some of these bills are not received until 2 weeks of the <br />30 day period have elapsed. <br />Mr. Fahey agreed that the City's penalty 9s too high and suggested that <br />perhaps the City's ordinance should be amended. <br />Mr. Forsberg poirrted out that if the statement is paid on time, there <br />is no penalty. <br />Mr. Holland informed the Councrl that Glasrud Associates has paid <br />approximately ~3,II16 in punitive charges over the last two years, <br />Mrs. Scalze stated that some ~eople pay their bills 7~te, because it is <br />to their advantage to do so. Scalze commented that the City has bi11s <br />to pay, too. <br />Page -15- <br />
