MI~IUTES CI7Y COUNCIL P4ay 13, 1981 The City Clerk informed the Council that utility statements are mailed the 15th of each month and are due the 15th of the fo1lowing month. Forsberg commented that he does not feel the City's present penaity 9s excessive, The City Clerk a1so informed the Council that reminders are sent to those with late bi11s. Mr. Holland stated that he has never seen a reminder from the City. fahey commented that the City is charging a high penalty, but that 18% might be attractive for some people not to pay. Mr. Forsberg felt the City's penalty is doing its job, as Glasrud Associates is now paying their statements on time. The City Flttorney informed the Council that the City should not be compounding the penalty charge. The City Clerk pointed out that the City changed the penalty for Mr. Vftale. Fahey suggested that Glasrud Associates be treated in the same way Mr. Vitale was. It was suggested that the fiiles be researched to determine the reasons for the adjus~ment to Mr. Vitale. Mayor Hanson suggested that matter be tabled until the City Clerk can research the files on the Vita1e penalty and determine the circumstances 9n that case. Flppointments Mayor Hanson reported that Mr. Fred Clausen has submitted his resignation To The fi'rom the Planning Commission. Hanson quest9oned whether both vacancies Planning on the Planning Commission could be filled at this time, Commission The City Flttorney rep1ied that bo'th vacancies could be filled as the City has three app1icants. Mr. Flanson introduced the following reso1ution and moved its adoption: RESOLUTION N0. 81-5-229 - FlCCEPTING THC RESIGNATION OF M R. FRCD CLFlUSEN FROM THE PLANNING COMMISSION The foregoing resolution was duly seconded by P4r. Faheye !-~yes (5) Hanson, Fahey, Forsberg, Nardini, Scalze. Nayes (0). Resolution declared adopted. This resolution appears in Resolution Book No. 7, Page 173. The City Clerk reported that there are two vacancies on the Plann9ng Commission.
